Summary: Responsible for the performing areas of mechanical engineering duties related to operations & maintenance management, new construction / renovations and replacement / up-fit of mechanical systems in compliance with NC Statutes and all applicable federal, state, local laws and regulations.
Essential Duties:- Responsible for the overall operation, maintenance and upkeep of CMS Grounds (including Athletic facilities).
- On call typically via phone to respond to Operational Emergencies (OEs), including inclement weather (i.e. show events, tropical storms, etc...).
- Performs defects/breakdowns Root Cause Analysis (RCA) to avoid recurrences and maximize 'Mean Time between Failures' (MTBF).
- Develops and implements the operation and maintenance strategy.
- Manages and maintains preventive maintenance schedules of all facilities.
- Updates 'Facility Control Index' (FCI) and 'Facilities Sustainment Plan
- Manages various projects, such as facility replacements, building repairs, field installation, etc.
- Recommends renovation and replacement projects.
- Monitors and reports progress on the ongoing projects and repair / maintenance activities.
- Participates in the designs selection process for new construction and renovation projects, including RFQ and RFP's (Designer Selection process).
- Reviews and approves systems' designs and specifications for all renovation and new construction capital projects.
- Provide staff responses to requests for data and information and other corresponden
- Reviews and recommends changes to the existing CMS A/E Guidelines and Specifications.
- Supervises, interviews, recommends candidates for hire, trains, evaluates performance and handles disciplinary issues, as required.
- Responsible for training and development, as well as performance evaluations of direct reports.
- Provides assistance to Director of concerned department in other work areas as necessary.
- Assists in the development and implementation of policies and procedures.
- Performs related duties as required
Minimum Education/Experience:- Bachelor's degree in Engineering or Engineering Technology.
- 5 years' experience as an Engineer (for Technology degree 10 years)
Or
- Fifteen (15) years of Leadership Experience and evidenced relevant accomplishment in an environment relevant to CMS may be considered in lieu of the degree requirement.
- Valid NC Driver's License.
Desirable Education/Experience:- PE Designation
- Master's Degree in Engineering/MBA
- K-12 Facility Experience
Knowledge / Skills / Abilities- Knowledge of commercial civil engineering practices and landscaping.
- Knowledge of principles and practices used in the planning, construction, operations and maintenance of mechanical system
- Knowledge of capital planning process and capital construction requirements.
- Knowledge of North Carolina Public School Laws relating to constructi
- Lead multiple project teams simultaneously.
- Read and interpret drawings, plans and blueprint
- Proficiently use MS Office suite and CMMS.
- Select, supervise, train and evaluate assigned staff.
- Communicate clearly and concisely, both orally and in writing.
