Under limited supervision, plans, designs and supervises the maintenance, construction or renovation of facilities which are functional, energy efficient, economical, maintainable and environmentally pleasing in accordance with state, local and School Board standards. Plans and controls the department budget. Supervises project managers, engineers, architect and clerical staff. Reviews work of subordinates for completeness and accuracy. Reports to the Executive Director of Building and Facility Services.

Specific Duties and Responsibilities
Essential Functions:
Supervises the operation of the Building and Facility Services Department.

Assigns work loads and establishes work schedules.

Directs and supervises duties of assigned staff.

Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending and approving employee transfers, promotions, discipline and discharge.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate, and offers advice and assistance as needed.

Plans, designs and supervises the maintenance, construction and renovation of facilities which are functional, energy efficient, economical, maintainable and environmentally pleasing in accordance with all applicable state and local codes and standards and School Board educational requirements.

Ensures project compliance with budget allocations and established delivery schedules.
Monitors project progress and implements corrective actions as required.

Interviews and recommends architects and engineers for hire.

Establishes bidding and construction schedules, and prepares and issues contract documents and addenda.

Reviews the preliminary plans, schematics, design development and working drawing phases of new construction and renovation projects submitted by commissioned architects and makes recommendations to the School Board; reviews cost estimates at each phase.

Provides direction to staff, contracted personnel and consultants during facilities design.

Coordinates the use of materials and systems incorporated into school facilities.

Prepares operating budget for the department and multi-million-dollar capital projects budget, and monitors and controls expenditures.

Creates and implements major capital improvement programs.

Prepares related schedules and estimates.

Oversees the evaluation of existing facilities' electrical, HVAC and other systems to determine adequacy of design and hardware.

Initiates applications and various authorization letters to facilitate utility installations.

Handles claim negotiations, time extensions, damage control and other facility matters as necessary.

Receives and responds to inquiries from School Board members, administrators and the general public regarding construction projects.

Makes presentations as necessary to staff, school-based organizations and the School Board.

Supervises community use and interim use agreements for the District.

Prepares agenda items for School Board action of facility and site matters.

Receives, reviews, prepares and/or submits various records and reports, including requisitions, financial reports, construction contracts, professional service contracts, lease agreements, blueprints, architectural/engineering drawings, specifications, job applications, performance appraisals, budget documents, cost estimates, capital improvement plans, memos, correspondence, etc.

Operates a variety of equipment, such as a computer, telephone, calculator, drafting tools, etc.
Interacts and communicates with various groups and individuals, such as the immediate supervisor, school administration, subordinates, Board members, attorneys, architects, engineers, consultants, contractors, land agents, County and City personnel, school-based group members, civic and community organizations, and the general public.

Additional Duties:
Implements comprehensive staff development and training programs.

Attends seminars and studies reports and literature relating to new building practices and innovations in construction.

Reviews and coordinates design and construction of facilities required by County agencies on School Board property.

Performs related duties as required.

Minimum Education and Training
Requires a Bachelor's degree in construction engineering, public administration, business administration or related field supplemented by five to ten years in design and construction, several of which have been in a management capacity, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Minimum Qualifications and Standards Required
Physical Requirements:
Must be physically able to operate a variety of machines and equipment, including a computer, telephone, calculator, drafting tools, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to ten pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications:
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.

Language Ability:
Requires the ability to read a variety of technical manuals, policy and procedures manuals, codes, specifications, blueprints and architectural drawings, etc. Requires the ability to prepare contracts and agreements, cost estimates, budget documents, capital improvement plans, schedules, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence:
Requires the ability to apply synthesis functions as in engineering design to perform tasks; to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions, and to deal with several abstract and concrete variables. Requires the ability to apply influence systems in managing a staff, to learn and understand complex principles and techniques, to make independent judgments in absence of supervision, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude:
Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions and to counsel and teach employees. Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical and/or professional languages, including electrical, mechanical and civil engineering, contract development, budgeting, etc.

Numerical Aptitude:
Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals, and to determine time. Must be able to use advanced applications of statistics, geometry, trigonometry, calculus and linear programming.

Form/Spatial Aptitude:
Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination:
Requires the ability to coordinate hands and eyes using office machinery and to operate motor vehicles.

Manual Dexterity:
Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination:
Does not require the ability to differentiate colors and shades of color.

Interpersonal Temperament:
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree, or to tension as a regular, consistent part of the job.

Has thorough knowledge of the methods, procedures and policies of the Facilities Construction Department as they pertain to the performance of duties of the Director I. Is knowledgeable in the codes, laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Is able to ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision. Has thorough knowledge of the organization of the department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies. Knows how to plan, organize and direct a project design and construction professional, technical and clerical staff. Is able to perform employee evaluations and to make recommendations based on results. Knows how to apply supervisory and managerial concepts and principles. Personally directs the development and training of department personnel ensuring that they are properly inducted, oriented and trained.
