Transportation Planner will perform transportation planning functions which include but are not limited to: research and analyze data and prepare recommendations for management review in accordance with applicable regulations, standards, policies and procedures.
DUTIES AND RESPONSIBILITIES

1. Ensure timely and complete reviews of planning, development, and implementation of transportation-related public works projects.

2. Collect, analyze, interpret report data from crash data, demographic forecast, traffic modeling, travel surveys, geographic information systems, or associated databases. Develop and verify data and traffic models to address transportation planning issues.

3. Develop transportation plans and studies including multi-modal plans, corridor plans, feasibility studies, and other transportation related studies. Update existing plans including the ADA Transition Plan.

4. Review development plans and traffic impact assessments for transportation system effects, infrastructure requirements and/or compliance with applicable transportation regulations. Assist in development review including record search, record upkeep and updates to the Public Works Technical Standards.

5. Assist in preparing capital programs for multi-model transportation projects which include but are not limited to the Capital Improvements Project (CIP) and the Transportation Improvement Program (TIP).

6. Effectively establish and maintain collaborative professional contacts to develop sustainable transportation strategies at the local, regional, and state levels.

7. Represent Bernalillo County on various multi-governmental committees.

8. Present transportation-related findings and recommendation at public meetings of the County Planning Commission (CPC), Bernalillo County Commission (BCC), the Technical Coordination Committee (TCC), the Metropolitan Transportation Board (MTB), and other public and private organizations.

9. Assist in the application for state and federal funding for Bernalillo County projects from various sources. Document and evaluate transportation project needs and costs.

10. Research, compile, and analyze transportation-related data for communication with citizens, developers, governmental agencies and other county departments. Assist in communication to the public for transportation plans, policies and projects.

11. Negotiate and prepare agreements with governmental agencies for consideration by the Bernalillo County Commission. Perform other related duties as assigned.

12. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information.

13. Any one position may not include all duties listed. However, the allocation of positions will be determined by the amount of time spent performing the essential duties listed above.

MINIMUM QUALIFICATIONS

1. Bachelor's Degree in Business or Public Administration, Planning, Civil Engineering, Geography, Economics, Statistics, Applied Mathematics, or related field, and six (6) years of work experience in zoning ordinances and land use regulations, including project management. Any equivalent combination of related education and/or experience may be considered for the above requirements.

PREFERENCES

1. Experience with Mid Region Council of Governments (MRCOG), and Rio Metro Regional Transit District (RMRTD), transportation plans and policies preferred.

2. Experience with the New Mexico Department of Transportation (NMDOT), transportation plans and policies preferred.

3. Experience in graphics, data collection and statistical analysis and interpretation, report development and technical writing preferred.

4. Experience in the use of Geographic Information Systems with particular expertise in their use in the analysis of socioeconomic information, automatic mapping, facility and resource management preferred.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

1. Employee must successfully complete the post-offer employment medical examination and background investigation.

2. Employee must comply with the safety guidelines of the County.

3. Employee must complete required FEMA training(s) as assigned to position.

4. Employee must possess a valid New Mexico driver's license by employment date and retain a valid license while employed in this position.

WORKING CONDITIONS

1. Essential job duties are primarily performed indoors in a temperature controlled environment.

2. Primary work surface is even, dry, carpeted or tiled floor.

3. Works alone primarily, with or without directions. Works with a group at times and with a select team at times.

EQUIPMENT, TOOLS AND MATERIALS

1. Telephone, calculator, computer, fax machine, and copy machine are used in performance of essential job duties.

2. Various forms of paperwork and office supplies are handled in performance of essential job duties.
