This position is responsible for managing the Traffic Safety Division, various regulatory projects and for providing professional engineering support for a variety of city projects. This position also supports other City Divisions and fulfills the duties of the "City Engineer" during their absence.

Enforces all codes, statutes, regulations, ordinances and specifications as related to construction, storm water management, right-of-way policies, access for lots, and flood plain management; determines compliance with established codes, policies and specifications.
Oversees the reviews and administers the Wyoming Department of Environmental Quality (DEQ) water and wastewater permitting process through a delegation agreement between the City and the State of Wyoming.
Communicates effectively with city staff, consultants, contractors, residents, and regulatory staff to identify and resolve issues or concerns.
Oversees the reviews, administration, and enforcement regarding city construction or regulatory permitting processes.
Administers the development review, construction and acceptance processes for engineering reports and construction specifications for subdivisions, annexations, and related public improvements.
Keeps City Administrator and Department Head appraised of challenges, concerns, and successes related to private and public development projects; delivers presentations on overall engineering projects, methods, or areas of concern to public officials and residents as necessary.
Assesses and ensures compliance with city, county, state, and federal statutes, regulations, codes, and ordinances; determines compliance with established codes, policies, and specifications.
When needed, assists the City Engineer with the development of in-house or external capital projects with the project processes; reviews, analyzes, and evaluates project proposals, bid packets, specifications, plans, feasibility studies, and cost estimates; reviews the work of consultants and contractors; manages and creates contracts for contractors and consultants.
Resolves or mitigates problems and concerns of developers, contractors, engineers, and affected.
Assists with administration of flood plain management, storm water ordinance, construction contracts and professional service contracts.
Identifies and develops project scopes for new construction, repairs for maintenance purposes, replacement of existing infrastructure and assists in finding and submitting applications for additional revenue sources for projects.
Supports the duties of the "City Engineer" as defined in City codes and State statutes.
Performs related duties as assigned.

SUPERVISORY CONTROLS
The City Engineer assigns work in terms of very general instructions. The supervisor spot-checks and reviews completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include city code, city construction specifications, the city zoning ordinance, subdivision regulations, DEQ regulations for water and wastewater, city design standards, the storm water ordinance, ADA regulations, City codes and State statues, city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.

COMPLEXITY/SCOPE OF WORK

The work consists of varied engineering, supervisory, and project management duties. The need to balance a variety of competing interests and priorities contributes to the complexity of the work.
The purpose of this position is to provide management and professional engineering support for the design and construction of city infrastructure and improvement projects. Successful performance contributes to a safe, well-maintained, and efficient city infrastructure.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has supervision over the Sign and Signal Technician I-II positions. This position has functional supervision of Project Manager Technician, Project Manager, Senior Project Manager positions, and other assigned staff.

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Engineering.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division in order to direct and coordinate work within the division, usually interpreted to require five years of related experience.
Possession of or ability to readily obtain a valid driver's license issued by the State of Wyoming for the type of vehicle or equipment operated.
Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to seven years' experience or service.
Certification as a Professional Engineer, in Wyoming.
