As the City Engineer, you will: Responsible for the Engineering Department, overseeing engineering, traffic engineering, development, construction, utilities, and environmental compliance. Responsible for planning, directing, coordinating, managing, and supervising staff to achieve goals and objectives. Provides advice and counsel to the City Manager, ensuring that engineering-related matters are effectively addressed and resolved. Ensures compliance with local, state, and federal regulations.
- Directs and administers major departmental policies, including planning long-term programs and making difficult technical decisions. Provides executive-level policy advice and performs administrative work to maintain active relationships with organizations with capital improvement program interests.
- Plans for existing and future infrastructure development, water distribution and treatment, wastewater collection and treatment, stormwater control, development fees, transportation system, and traffic engineering needs. Oversees the development of plans and specifications for construction projects, including developing and constructing various municipal public works and utility projects. Manages the capital improvement plan and its execution.
- Collaborating with the Development Services Department ensures that all development complies with City of San Luis standards. This includes reviewing plans during the permitting process and conducting inspections during construction.
- Serves as an expert adviser for engineering subject matters on public infrastructure planning, design, and construction. Advise the City Manager, department directors, and others on the planning and implementing civil engineering, construction, and related activities.
- Performs contract administration tasks, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance with warranty and contract agreements.
- Writes or directs the preparation of comprehensive reports; researches and responds to questions or issues raised by City Council and City Manager, other City departments, outside agencies, and the public.
- Directs, coaches, and trains staff; evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, budgets, technical issues, quality standards, and services.
- Represents the department at City Council, technical boards, and commission meetings.
- Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City's goals, priorities, vision, and values; and complies with all City policies and procedures.
- Maintains absolute confidentiality of work-related issues and city information; performs other duties as required or assigned.

MINIMUM REQUIREMENTS REQUIRED: All requirements must be maintained throughout employment:
- Residency in the United States and within 25 miles of the City of San Luis.
- A valid Arizona driver's license at the time of appointment
Education, Training, and Experience: - A Bachelor's degree in engineering AND
- A minimum of Six (6) years of experience in civil engineering, including managerial responsibility for planning and directing major aspects of public works and utility engineering projects OR
- Any combination of education, certification, and experience equivalent to results in the successful performance of the job.
Licenses and Certificates (must be maintained throughout employment):- Registration as a Professional Engineer by the Arizona State Board of Technical. Registration is required or must have the ability to obtain within six months of hire;
Desired/Preferred: - Bilingual in Spanish/English.
