This position willserve as County Maintenance Engineer for Rowan County.The employee in this position will be expected to manage, plan, and supervise all road maintenance and force account construction for Rowan County in accordance with established policies and procedures. Applicant must be able to establish effective working relationships between the department, citizens and local municipalities. The selected candidate must have considerable knowledge of the principles and practices of Civil Engineering and highway maintenance methods and techniques. Selected candidate should have considerable knowledge of the use and operations of all field and office engineering instruments, ability to understand, explain and administer contracts, ability to interpret plans, provisions and specifications, ability to interpret policies, procedures and regulations and implement them effectively. Position has Emergency Call Back status and must be able to respond to highway emergencies and work during inclement weather events.

Additional Expectations:
Employee in this position will use professional engineering skills and knowledge to solve difficult highway maintenance problems and to accomplish force account construction projects. Employee in this position will supervise and monitor highway maintenance program to ensure efficient and safe use of personnel, equipment, and materials. Employee must have the ability to formulate a comprehensive highway maintenance program within the limits of budget and data. Employee must supervise and evaluate the performance of other employees and must be able to effectively communicate and maintain positive working relationships with the general public, local governments, fellow employees, etc. Employee must be able to make field investigations on uneven terrain, including steep slopes and work in extreme conditions such as ice, snow, dust, extreme heat and cold.
Safety toe shoes required.
The selected applicant will be expected to legally operate a motor vehicle.

Necessary Special Qualifications:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
