Job SummaryThis position is advertised from the minimum to the maximum hourly rate. Salary will be determined based on education and experience at the time of offer. NATURE OF WORKUnder limited supervision, performs work of considerable difficulty supervising staff, and planning, designing, and directing civil engineering projects; performs complex professional civil engineering work in flood control, construction, engineering, highway, bridges, and infra-structures; this is the fully qualified senior level in the registered civil engineering series; this position has department specific responsibility.
Example of Work(Illustrative Only) Plans, coordinates, organizes, directs, reviews and inspects the construction and design of civil engineering projects; provides leadership, direction and guidance in technical processes and procedures; schedules and trains project support staff; assigns and coordinates tasks and projects; prepares program budgets; solicits and tracks funds; prepares and presents agenda items to the board; prepares plans, specifications, estimates, contracts and agreements; provides professional engineering direction and guidance in the construction, maintenance, and operation of civil engineering projects; recommends methods of resolving complex problems; improves; project materials and practices; prepares complex and long range programs, feasibility studies, financing requirements, estimates and recommendations; participates in the preparation of codes, ordinances and resolutions; checks and reviews final plans and specifications including contract projects for submittal to County Engineer; inspects projects, and assures conformance to plans, county, state, and Federal regulations; reviews work for conformance with original job instructions and accepted engineering practices; performs duties of contract administrator; assists with the development of design standards; writes reports and makes technical estimates; reviews and interprets plans, specifications, and reports; regular and reliable attendance is required; performs other duties as assigned.
Experience and EducationHigh School Diploma or GED equivalent; AND Ninety (90) semester hours of college level course work in civil engineering or closely related field, AND five (5) years of professional civil engineering experience, including two (2) years of supervisory experience; OR an equivalent combination of education and experience. Must have registration as a Civil Engineer by the Arizona State Board of Technical Registration, OR by the technical board of another state, with the ability to obtain such Arizona Registration within one (1) year of employment, requires successful completion of a background check.
Knowledge, Skills and AbilitiesKnowledge of: County policies and procedures; the fundamentals of civil engineering, mathematics and physics as applied to engineering, topography and construction surveying, stress analysis, and analytical mechanics; laws, regulations and directives relating to civil engineering construction projects; civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to flood control, civil engineering, construction and traffic studies and projects; methods, procedures and techniques for evaluating construction contract compliance; technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications; field engineering, surveying, inspections and construction practices; the strength, properties, and uses of construction materials; regulatory agencies and the sources of engineering information.
Skill in: Receiving assignments in general terms, and planning, analyzing, assigning components and directing the work of a group of engineering personnel to complete the assignment; effectively managing staff, delegating tasks and authority, and training professional and paraprofessional personnel; assessing and prioritizing multiple tasks, projects and demands; developing, analyzing, and implementing operational systems; designing a variety of civil engineering structures with skill and accuracy; making accurate drawings and maps, difficult mathematical computations, and keeping accurate field notes; analyzing and evaluating technical engineering data and construction documentation; the application of engineering theory to field and office problems; preparing reports and checking designs, details, estimates, plans, and specification of engineering projects; establishing effective working relationship with consultants, contractors, other agencies and the public; communicating effectively verbally and in writing; using computers and advanced level software applications.
Ability to: Research and write detailed reports; read, to write and synthesize data and reports; use modern office equipment and computers; assigning and leading the work of others; communicate effectively verbally and written; planning and organizing work; perform the essential functions of the job specifications with or without a reasonable accommodation.
Working Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.
Medical Coverage Category The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the " Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.
Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the " Wellness Incentive" employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
