THE ORGANIZATIONThe City of Phoenix is a full-service city with the largest council-manager form of government in the United States, 14,500 city employees, including seven employee unions and associations, and a $3.4 billion annual budget. The Phoenix City Council is comprised of a Mayor and eight Council members. Each council member is elected by the people from a represented council district for a four-year term. The Mayor is elected at-large. The City Manager is appointed by the Mayor and City Council and is responsible for the city's day-to-day management and operations including overseeing more than 30 departments and managing the finances and budget of the City of Phoenix.

The Street Transportation Department is an innovative and creative industry leader. The Department operates and maintains the City's nearly 5,000 miles of existing streets and manages the planning, design, and construction of new streets, including multi-modal infrastructure. Department resources include a staff of over 743 dedicated full-time employees, an annual operating budget of $125 million, and a five-year Capital Improvement Program (CIP) of $950 million. POSITION OVERVIEWThe Street Transportation Department is seeking an Assistant Street Transportation Director to lead the Design Construction Management divisions. The Street Transportation Department is looking for a creative and engaged leader, who is passionate about transportation and have a strong commitment to our mission, continuous improvement, and innovation. This individual will understand the importance of community engagement and building strong partnerships. Supervision is exercised over professional, supervisory, technical, and field staff.
The Assistant Street Transportation Director provides professional transportation and engineering consultation and assistance to City departments, City Manager's Office, the Mayor and City Council, and to local, state, and federal agencies; and directs the development, design, and execution of a variety of engineering projects, including civil engineering, public works, transportation, traffic engineering, and street and storm sewer design programs. One of the key priorities of the Street Transportation Department is the Vision Zero Roadway Safety Action Plan.
Frequent consultation and coordination with Street Transportation management, City Manager's Office, Mayor and City Council Offices, citizens, and other agencies and jurisdictions regarding policy proposals and solving complex problems is common.
This position exercises considerable initiative and independent judgment and works under the general supervision of the Street Transportation Director while overseeing the development and management of division budgets.

- Ability to provide technical information and valid recommendations on complex issues.
- Ability to evaluate opportunities for operational efficiency and innovation; and is responsible for the implementation of city and department policies.
- Knowledge of federal, state, and local laws and regulations pertaining to City and Street Transportation Department operations.
SALARY Hiring Range: $146,640 to $178,000.00 annually.
Pay Range: $146,640 to $190,632 annually.
Salary offer will be commensurate with the qualifications and experience of the successful candidate. The City contributes 9% of salary into 457/401(a) plans with no matching required. $6,000/annual car allowance and $1,440/annual cell phone allowance. The selected candidate will be required to reside within Phoenix city limits within 24 months after the date of hire.

Pension Information
MINIMUM QUALIFICATIONS - Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering by the end of the probationary period .
- Five years of experience supervising professional-level staff in the practice of public works, transportation, engineering, architecture, or construction.
- Two years managing a major functional area within public works infrastructure.
- Bachelor's d egree in civil engineering, structural engineering, construction engineering, architecture, landscape architecture, or an equivalent technical degree.
- Other combinations of experience and education which meet the minimum requirements may be substituted

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:
- Additional education such as master degrees in business or public administration is encouraged.
- Experience in a large, diverse public sector agency.
- Experience supervising a multi-disciplinary team.
- Experience managing large operating and CIP budgets with multiple funding sources, including determining funding mechanisms to meet program needs.
- Experienced with principles of roadway design and design and operation of traffic control devices.
