I. Purpose of JobUnder limited supervision, assists the Director in overall management of the Streets department, and directly manages the activities of the construction/maintenance division of the Streets Department. Establishes priorities, assigns work and delegates daily activities and assignments. Responsible for reviewing work and ensuring proper completion.
II. Essential Job DutiesA. Performs supervisory duties- Supervises, directs, and evaluates assigned Street Department personnel, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance evaluations.
- Makes recommendations to the Director regarding personnel actions such as promotion and hiring.
B. Manages Streets Maintenance and Construction to ensure City Assets are maintained- Ensures that streets remain clean of litter and trash, streets are de-iced as necessary, that all rights-of-way are cleared and maintained, that all street signs are posted correctly, and that all road striping is clear.
- Schedules/assigns crews to projects, ensures crews have proper equipment and supplies, and briefs crews on requirements.
- Ensures that all department vehicles, equipment, buildings and grounds receive the necessary preventative maintenance and repairs.
- Assists the Street Department Director in the review, planning, and routine design of proposed replacements for storm sewer and sidewalks and assimilates field data necessary for design.
- Ensures all storm sewer, sidewalk and roadway construction plans for compliance with applicable regulations; evaluates studies, reports and comments concerning such plans; identifies required changes and prepares department responses to submitted plans. Coordinates plan review and staff comments with the appropriate departments.
- Inspects contractor work, checking for accuracy, codes compliance and state regulations; ensures that various projects are completed according to plan design and specification, including new roadways, sidewalks and bridge construction, etc.

Administrative- Prepares, signs, and issues various permits (e.g., street cut, grading, plats, and land use plans) as required.
- Reviews a variety of records and reports in performance of duties including vehicle reports, purchase invoices, staff attendance records, compaction reports, architectural, and schematic drawings.
- Prepares construction drawings.
- Reviews and signs final plats.
D. Assists in Overall Management of the Streets Department- Assists the Streets Director with preparing and administering the departmental budget, forecasting funding for staff, equipment, materials, and supplies;
- submits budget recommendations and justifications; monitors expenditures against approved budget.
- Assists the department in the development of the Capital Investment Plan (CIP) for roadway projects.
- Ensures that the City is following appropriate regulations and verifies submission of required reports.
- Facilitates department staff and safety meetings.
- Receives service requests or complaints from the public. Investigates problems and delegates and oversees corrective actions; meets with home and business owners as needed.
E. Contributes to Overall City Planning- Contributes to the long-range planning of the City and participates in various task forces and committees.
- Provides information to City management and officials; attends Board Meetings as appropriate.
Ill. Other Job DutiesPerforms other job duties as assigned, including:
- Assists the Street Director by being on-call for emergency phone calls regarding city streets, storm damage and adverse driving situations.
- In the absence of the Street Department Director, performs all duties and functions of the director and serves as the supervisor of the department staff.
- Streets Department, Public Works liaison, works directly with Emergency Management Coordinator and in conjunction with FEMA and TEMA as support during natural disaster/crisis.
- Organizes road closures, provides updates to administrative staff, and ensures cleanup of debris and mud for streets impacted by flood waters.
- Participates in all City of Franklin and other media outlets regarding inclement weather, i.e. Franklin TV, Facebook live, and Youtube videos.
IV. Primary Job ChallengesPrimary challenges of this position include maximizing the positive impact with the given budget and ensuring all projects are completed to city regulations and standards.

VI. Key Competencies Required- Job Content Knowledge: Has extensive knowledge of the duties and responsibilities of the position of Assistant Street Director. Has considerable knowledge of the Street Department operation practices and the functions of same. Has extensive knowledge of roadway & sidewalk construction/repair techniques and materials. Is knowledgeable of City Codes and Safety Manuals. Has extensive knowledge of the safe and efficient operation of heavy and light equipment. Knows how to determine and ensure safety of project sites. Is knowledgeable of the language and terminology used within the department.
- Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
- Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on precedent. Ability to interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form.

VII. Physical Demands and Work EnvironmentPhysical Demands: Performance of the essential duties of this job requires the incumbent to:
- Must be able to remain in a stationary position 50% of the time.
- Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
- Regularly positions self to maintain office area and items needed to complete daily tasks.
- Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Occasionally ascends/descends stairs/ladders in various work areas.
- Occasionally moves/transports up to 50 pounds.
Work Environment: Performance of the essential duties of this job requires:
- Occasional work near moving mechanical parts
- Occasional work in high, precarious places
- Frequent exposure to outdoor weather conditions
- Occasional exposure to risk of electrical shock
The work environment is moderately noisy (examples: business office with computers and printers, light traffic).
Minimum Requirements
IV. QualificationsEducation and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through bachelor's degree (B. A.) from four-year College or university in civil engineering or related discipline, plus eight to ten years of related experience and/or training; or an equivalent combination of education and experience.
