Description The Town of Davie has transitioned to a four (4) day work week schedule (10 hours per day). Hours of work are Monday through Thursday either 7:00am-5:30pm or 7:30am-6:00pm. Under limited supervision, performs civil engineering work in the design, inspection, construction and maintenance of public works stormwater projects and facilities. Ensures compliance with Town's procurement policies and procedures to include pertinent Federal, State, and local laws. Coordinates and reviews design and construction of stormwater projects. Is responsible for closely inspecting stormwater maintenance activities and projects under construction and ensuring facilities are maintained and/or constructed in accordance with the proper engineering practices and techniques. Ensures compliance with pertinent Federal, State, and local laws to include compliance with NPDES and CRS requirements. Reports to Assistant Public Works and Capital Projects Director.
Essential Job Functions- Assess existing condition of public works stormwater infrastructure and make recommendations for rehabilitation and/or improvements of existing facilities.
- Responsible for maintaining and updating asset and inspection management database in the Geographic Information System (GIS).
- Responsible for maintaining accurate, clear, and concise documentation for the CRS and the NPDES database.
- Responsible for coordinating floodplain map updates and adoption.
- Writes and administers grant requests for environmental and stormwater related projects through local, state, and federal agencies.
- Coordinates preliminary and final plans, designs and permits for a variety of public works stormwater projects; prepares reports/agreements and makes recommendations relating to the conduct of engineering activities.
- Provides coordination and supervision to the activities of consultant personnel engaged in the design and inspection of public works and capital improvement construction projects; trains personnel in inspection and materials testing procedures and techniques; participates in the inspection of projects for compliance with plans and specifications.
- Applies and obtain construction permits and schedule inspections with the Town and other agencies as applicable.
- Provides contractors, consultants, and other Town departments and the general public with technical information relating to public works stormwater projects.
- Assigns, directs and supervises subordinates.
- Assists in the formulation of long-range programs of public works stormwater facilities; performs special research and investigations pertaining to public works stormwater functions.
- Monitors and directs projects including preparing bid documents, specifying construction materials and standards, contractor selection, preparing council agendas and resolutions, project planning and scheduling, and supervising repair projects from design through completion to ensure quality and compliance with program standards.
- Reviews and approves invoices.
- Participates in assessment and design of stormwater and culverts and other municipal projects as applicable.
- Assists with emergency preparedness and response activities related to the functions of the department.
- Ensures that services are delivered in accordance with policies, procedures, performance standards, and contract specifications.
- Respond to emergency calls during and/or after work hours. Attend events as needed during and/or after work hours. Activates before, during, and after an emergency event.
- Reviews, prepares, and oversees maintenance cost estimates and budgets.
Coordinates maintenance activities and construction projects with other Town departments and government entities. - Assist in developing and implementing policies, procedures, and performance standards for contracted services.
- Present to the Town Council, Town Advisory Committees, Civic groups, and the general public on stormwater related issues as needed.
- Performs other related work as required.
Minimum Requirements (Must meet by the closing date of the posting unless otherwise stated)EDUCATION AND EXPERIENCE:REQUIRED:- Graduation from a four-year college or university with a degree in Civil Engineering or a closely related field;
- Two (2) years of progressively responsible experience in the design and construction of public works stormwater projects.
LICENSES AND CERTIFICATIONS:REQUIRED:- Possession of a valid driver's license.
- National Incident Management System (NIMS) Certification or the ability to obtain within one year of employment.
- Certified Floodplain Manager (CFM) or the ability to obtain within one year of employment.
- Registration as an Engineer-In-Training in the State of Florida or ability to obtain same within one year of employment.
PREFERRED:- Prior supervisory experience.
