This posting is for an Engineering Supervisor II position in the Division 9 Project Development group. This position will serve as a squad leader and survey manager. This position supervises a group of engineers and engineering technicians in the preparation of highway design plans, field surveys and review of roadway design plans and surveys prepared by private engineering firms. The squad leader assists with setting the scope of work, assists with negotiation of contracts, reviews and coordinates designs prepared by private engineering firms, sets/manages project schedules, sets/manages contract review & coordination meetings, provides technical guidance to employees and private engineering firms, performs quality assurance and quality control for the overall development of all designs to ensure conformance to NCDOT standards and specifications and to ensure established project schedules and budgets are met.
The selected applicant should be able to understand the principles and practices of civil engineering, construction and maintenance methods, materials, and equipment; understand, explain and interpret contracts; interpret plans, provisions, and specifications; interpret policies, procedures, regulations, and law; prepare documents that are legally sound; analyze moderately complex situations and recommend solutions; weigh alternatives in engineering design issues considering the options, facts, and tangible/intangible factors; lead a transition from old to new programs at the unit level; conduct performance management review; coach and facilitate the enhancement of employee competencies; manage resources effectively to provide for employee training and growth; communicate moderately complex programmatic information or engineering considerations internal or external to the organization; and review and approve written reports, often of moderate complexity.

- Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to consultants, department personnel, and others.
- Experience making recommendations and decisions for simple or complex project development based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs.
- Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and NCDOT staff, in order to find acceptable solutions to infrastructure project problems.
- Experience supervising, motivating, counseling, training other engineers and technicians.
Additional Expectations:
Experience in Highway Design procedures and techniques, and in computer aided drafting and design (CADD), MicroStation, Geopak, Corridor Modeling and OPENX is required before an individual can fully carryout the duties of this position.

Necessary Special Qualifications:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
