Why does the job exist?
This position exists to assure compliance with the Recycling and Illegal Dumping Act (RAIDA) and the Recycling, Illegal Dumping and Scrap Tire Management Rule (RIDSTMR), with emphasis on the protection of ground water, surface water, and soil. This position administers New Mexico's scrap tire management program, the tire recycling facility permit program, and scrap tire hauler registration program.
How does it get done?
- Ensure the safe and effective recycling or disposal of New Mexico's scrap tires through policy interpretation and development
- Research used tire opportunities, technologies, and market development to increase end markets for recycled tires in New Mexico
- Provide guidance to regulated entities, local governments, and the public on best practices and assist with potential recycling and reuse projects
- Assist entities in processing permits and registrations for scrap tire hauling, recycling, storage, or civil engineering applications
- Support the Outreach Section as a certification training facilitator and provide public education through written and oral communications
- Offer programmatic expertise and assistance to staff in complaint coordination, inspections, investigations, report writing, and preparing informal and formal enforcement documents
- Issue enforcement actions to deter regulatory non-compliance and improve departmental performance measure compliance

Ideal Candidate
The ideal candidate will have experience in the following:
- Interpret and administer environmental statutes and regulations
- Demonstrate strong verbal and written communication skills
- Review technical documents related to regulatory compliance for completeness, technical feasibility, accuracy, and compliance
- Provide training and informational presentations to the public and regulated community
- Exhibit a strong ability to prioritize work duties and meet deadlines
Minimum Qualification
Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and five (5) years of experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Routine fieldwork with up to 40% travel, including occasional overnight stays for inspections at scrap tire facilities and investigations of illegal dumping. Occasional walking on rough terrain and exposure to inclement weather, dust, noise and odors.
