SUMMARY: Under general supervision, provides a full range of water resource engineering and project management services for the City's utility systems, including water distribution, wastewater collections, wastewater treatment, and municipal stormwater. The incumbent will perform technical work related to the design and review of engineering and water resources plans, and work related to the production of maps, drawings, plans, specifications and details for water, wastewater, and storm drainage systems. The person in this position will assist in the planning, design, and supervision of the construction of Capital Improvement Program projects to ensure conformance with plans and specifications, as well as various maintenance projects and work within City. The scope of services also includes supporting the Community Development Division with development review and ensuring development/redevelopment projects conform to City Engineering Standards.

- Primarily responsible for the review and approval of engineering plans, field inspection and operation of projects related to the City's water distribution, wastewater collections, wastewater treatment, and municipal stormwater systems.
- Participates in the review and approval of engineering plans, field inspection and operations of City municipal engineering operations and capital projects. Reviews proposed Development Plans for general conformance with overall City Master Plans and specific conformance with City Engineering Standards.
- Participates with staff Design Review Team meetings to ensure developments conform to City development standards, plans and objectives. Provides direction to applicants as to raw water dedication requirements per City Code. Advises applicants as to what types of water dedication is acceptable to the City.
- Reviews, enforces, and updates engineering standards and specifications. Monitors construction project progress to ensure conformance with approved plans, specifications, standards, and monitors safety on construction site. Awareness of OSHA trenching and shoring safety, and confined space entry requirements.
- Administers the City's Municipal Separate Storm Sewer System (MS4) Program, reviews, and issues MS4 permits, ensures conformance with CDPHE requirements for construction within the City and compliance with the City's MS4 Discharge Permit.
- Provides public outreach and education regarding stormwater pollution and maintaining/maximizing water quality discharged into receiving public waters.
- Serves as "Person in Responsible Charge" of the State-issued Permit and works with City Code Enforcement to ensure protection of the City's stormwater system and Waters of the United States.
- Provides water resources technical support to various City departments and members of the Engineering department.
- Responsible for accounting of City's water portfolio and annual projected yield.
- Monitor and maintain City's Intergovernmental Agreement for Treatment of Water with the City of Greeley.
- Assist's City's water resource consultant in the preparation of annual and five-year water usage projections and supply of raw water supplies to the City of Greeley.
- Responsible for continuous monitoring of potable water consumption by the city in relation to the treatment CAP.
- Prepares and presents periodic potable water usage reports to City Council and Water and Sewer Board.
- Serves as a City representative at Northern Integrated Supply Project (NISP) participants meetings and keeps City staff and Council advised on pertinent financial and legal issues.
- Responsible for timely payment of assessments of City's water portfolio and by-pass agreements.
- Reviews and processes monthly potable water usage invoices from the City's water supplier.
- Prepares City's Annual Consumer Confidence Reporting to CDPHE
- Assists City Water department with water quality reporting to CDPHE.
- Provides accounting of the City's non-potable irrigation system raw water portfolio as well as engineering support for the distribution system.
- Works with City GIS system/staff in planning construction projects.
- Compiles, reviews, and approves various technical reports and presentations.
- May be required to work overtime.
Participates in department, staff, City committee and interagency meetings
QUALIFICATIONS:
Minimum Education and Experience:- Bachelor's degree in civil engineering, water resources engineering, or related field from an accredited college or university; 5 years of progressively responsible experience in water resources engineering, construction management, project management, and/or surveying; and experience in computer-aided design, mapping, and water distribution and wastewater collections systems modelling.
- Equivalent combinations of education and experience may be considered.
Knowledge, Skills, and Abilities: - Basic knowledge of Colorado Water Law, water rights and adjudication.
- Knowledge of the principles, practices and methods of construction project administration, inspection, engineering, and management.
- Knowledge of drafting techniques, equipment, materials, and procedures.
- Knowledge of design techniques, tools, and principals involved in production of technical plans, construction drawings and documents, and models.
- Knowledge of materials, methods, and the tools involved in the construction of utilities, such as water, sewer, irrigation, and storm sewer projects.
- Knowledge of principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services, and evaluations of customer satisfaction.
- Knowledge of management principles involved in strategic planning, standards, and specifications.
- Knowledge of relevant equipment, policies, and procedures required to keep property and citizens safe.
- Knowledge of survey methods and equipment (conventional and GPS).
- General knowledge of environmental rules and regulations pertaining to water distribution systems and of wastewater collection/treatment/disposal systems.
- Skill in the use of standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.
- Skill in measurement of construction quantities and determining construction costs for project development and construction management.
- Skill in effectively analyzing problems, identifying alternative solutions, project the consequences of proposed actions, and implementing recommendations in support of work plans and goals.
- Skill in the safe and lawful operation of a motor vehicle.

- Awareness and ability to maintain personal and overall site safety within a "heavy/civil construction work zone," as demonstrated by PPE selection & use and the evaluation of contractor's prosecution and progress. Note that this specifically addresses limiting risks to the City and excludes the expectation that this position serves as a "Work Site Safety Officer," but the position expects good communication abilities with both contractors and fellow City staff.
- Knowledge of external Regulations, Codes & Standards, including but not limited to Federal Emergency Management Agency (FEMA), Colorado Department of Health and Environment (CDPHE), and Americans with Disabilities Act Access Guidelines (ADAAG).
Licensing/Certification Requirements: - E.I.T required; P.E. preferred

Physical and Mental Requirements: - While performing the duties of the job, the employee is regularly required to sit, stand, walk, talk, hear and see. The position requires occasional pushing, dragging, and lifting of items up to 50 lbs. The incumbent occasionally is required to climb, crawl, kneel, crouch, and stoop.
Work Environment:- Employee is required to work indoors in an office setting and outdoors as required. Work is performed in inclement weather conditions, with temperatures exceeding 90 degrees to sub-zero cold weather. The incumbent is exposed to electrical hazards, dust, pollen, and other air contaminants. The noise level in the work environment is frequently loud and may cause distractions.
