NATURE OF WORK: The Civil Engineer is under general supervision and provides a full range of project management and civil engineering services for the City'sroadway and utility systems, including water distribution, wastewater collections and municipal stormwater management program. Performs technical work related to the design and review of engineering plans, and work related to the production of maps, drawings, plans, specifications and details for roadways, water, wastewater, and storm drainage systems. Assists in the planning, design, and supervision of the construction of Capital Improvement Program projects to ensure conformance with plans and specifications, as well as various maintenance projects and work within City. The scope of services also includes supporting the Community Development Division with development review and ensuring development/redevelopment projects conform to City Engineering Standards.

- Responsible for the review and approval of engineering plans, field inspection and operation of projects related to the City wastewater, potable water, non-potable water (irrigation), stormwater utility, and street infrastructure.
- Participates in the review and approval of engineering plans, field inspection and operations of City municipal engineering operations and capital projects.
- Reviews proposed Development Plans for general conformance with overall City Master Plans and specific conformance with City Engineering Standards and Details. Participates with staff Design Review Team meetings to ensure developments conform to City development standards, plans, and objectives.
- Reviews, enforces, and updates engineering standards and specifications.
- Monitors construction project progress to ensure conformance with approved plans, specifications, standards, and monitors safety on construction site. Awareness of OSHA trenching and shoring safety, and confined space entry requirements.
- Administers the City's Municipal Separate Storm Sewer System (MS4) Program, reviews, and issues MS4 permits, ensures conformance with CDPHE requirements for construction within the City and compliance with the City's MS4 Discharge Permit. Provides public outreach and education regarding stormwater pollution and maintaining/maximizing water quality discharged into receiving public waters. Serves as "Person in Responsible Charge" of the State-issued Permit and works with City Code Enforcement to ensure protection of the City storm sewer system / Waters of the U.S.
- Serves as designated Floodplain Administrator for the City, which includes the responsibilities of ensuring compliance city-wide with City Floodplain Ordinance(s) and Federal (FEMA) regulations. Reviews/Issues Floodplain Development Permit applications, coordinates CLOMR/LOMR applications between private individuals and FEMA/CWCB. Provides public outreach and education regarding flooding, floodplain management and flood insurance. Duties may also entail serving as a point of contact and interface between the City and FEMA in the event of future flooding and disaster recovery events. Will be responsible to work with Building Inspections regarding flood recovery activities and private dwelling/property reconstruction within Federal (FEMA) regulations, specifically determining scopes of "Substantial Damage and Substantial Improvements" within designated floodplains/floodways.
- Manages and updates the documentation and software for the Highway Users Tax Fund (HUTF). Works closely with the Colorado Department of Transportation and other governmental agencies/municipalities and manages and maintains engineering records and documentation.
- Demonstrates an understanding of traffic study and M.U.T.C.D. data to prepare warrant studies and assign work orders.
- Analyzes and maintains files of survey reports, maps, construction drawings and documents, aerial photography, and other topographical or geologic data for projects.
- Provides surveying, construction, right-of-way easements and technical advice regarding design and construction.
- Performs minor drafting from acquired field notes and miscellaneous engineering calculations and prepares miscellaneous drawings, plans, and charts as assigned. Facilitates transition of design and "as-built" survey data for GIS personnel's update and inclusion within the City's GIS. Prepares and presents public records, such as requests for proposals, bid proposals, bid tabulations, property, and right-of-way descriptions; and prepares maps and drawings for legal descriptions.
- Estimates quantities and cost of materials, equipment, or labor to determine project feasibility.
- Directs, manages, and documents capital improvement and maintenance projects from beginning to end, including contract administration under the supervision of the City Engineer.
- Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
- Ensures that a project is complete in a timely manner and within budget, including legal and project documents being current and stored appropriately.
- Analyzes pavement management data and compute results and maps to assist with decision making for various maintenance projects. Working knowledge of PAVER or similar pavement management software relating to pavement lifecycle management is beneficial to this responsibility. This position also supports translation between pavement management and GIS software platforms.
- Serves as a City representative on the North Front Range Water Quality Planning Association. Maintains contact with the Colorado Department of Public Health and Environment, Colorado Department of Transportation, Greeley, Weld County, Colorado Water Conservation Board, and other governmental agencies/municipalities.
- Works with City GIS system/staff in planning construction projects.
- Works with other engineering and public works staff to ensure the City's traffic signals function correctly and evaluates signal timing for effective and safe traffic management. Performs minor system updates and maintenance to minimize use of third party (contracted) system repairs & maintenance.
- Performs field reviews of constructed buildings to ensure appropriate drainage and conformance with lot grading practices as requisite for the issuance of residential Certificates of Occupancy.
- Participates in interagency meetings. Includes acting as City voting representative for the North Front Range Water Quality Planning Association (CDPHE's regional Section 208 Committee) whose regional oversite affects the City's ability to collect, treat and dispose of wastewater (sewage). This duty also involves reviewing regional Utility Plans within the Section 208 service area for conformance with water quality objectives and service needs as such activities impact future abilities and commitments of the City.
- Knowledge of the principles, practices and methods of construction project administration, inspection, and engineering.
- Knowledge of drafting techniques, equipment, materials, and procedures.
- Knowledge of mathematics, including geometry, trigonometry, and algebra.
- Knowledge of basic traffic engineering principles.
- Knowledge of design techniques, tools, and principals involved in production of technical plans, construction drawings and documents, and models.
- Knowledge of materials, methods, and the tools involved in the construction of streets and utilities, such as water, sewer, irrigation, and storm sewer projects.
- Knowledge of management principles involved in strategic planning, standards, and specifications.
- Knowledge of survey methods and equipment (conventional and GPS).
- General knowledge of environmental rules and regulations pertaining to water distribution systems and of wastewater collection/treatment/disposal systems.
- Skill in the use of drafting instruments, machines, and CADD computer applications, including AutoCAD and AutoCAD Map3d.
- Ability to read and correctly interpret blueprints. Ability to interpret survey notes and reduce to detailed construction drawings.
- Ability to provide technical advice regarding design and construction.
- Basic/rudimentary knowledge of traffic signal detection systems and traffic signal controller operation. While the City uses consultants for high-level traffic analysis and traffic signal systems maintenance, this position may serve duties for trouble-shooting and basic upkeep to respond/diagnose system emergencies and/or minimize ongoing operational costs from outsourced staffing.
- Awareness and ability to maintain personal and overall site safety within a "heavy/civil construction work zone," as demonstrated by PPE selection & use and the evaluation of contractor's prosecution and progress. Note that this specifically addresses limiting risks to the City and excludes the expectation that this position serves as a "Work Site Safety Officer."
- Knowledge of external Regulations, Codes & Standards, including but not limited to Federal Emergency Management Agency (FEMA, Colorado Department of Health, and Environment (CDPHE), and Americans with Disabilities Act Access Guidelines (ADAAG).

EDUCATION, EXPERIENCE, AND LICENSURE
Required:
Bachelor's degree in Engineeringor related field.
- Three years of experience in engineering, drafting, construction management, and/or surveying.
- Experience in computer-aided design and mapping.
- Valid Colorado Driver's License or ability to obtain within six months of hire.
- E.I.T Certification.
- Certified Floodplain Manager (ASFPM Certification) or ability to obtain within one year.
- Equivalent combinations of education and experience may be considered.
Preferred:
Bilingual in English and Spanish.
- Experience in public/municipal sector.
- P.E. Certification.

The employee is regularly required to exercise mental visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 80 pounds on an occasional basis. The employee may need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee may need to work in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized. Work is performed in both office and field settings.
