The City of Wilmington is an Equal Opportunity Employer. Position Description The purpose of this position is to provide engineering technical support and services. Responsibilities include administration of the Right-of-Way (ROW) program, reviewing utility and construction plans for compliance and communication of municipal requirements. This requires knowledge of civil engineering principles and regulatory requirements. Duties involve the interpretation and application of reference manuals, technical standards, codes, and policies. Frequent communication and coordination with internal and external stakeholders are required.
Typical Tasks - Program oversight duties include review of application submittals, correspondence with applicants and their engineering consultants & contractors, issuance of permits, document management, assignment of inspections, engagement with internal and external stakeholders, resolution of disputes, and closeout of permits.
- Review of applications and engineering plan submittals includes: engineering computations; preparation of reports; and assessment of constructability, scheduling constraints, and compliance with codes, regulations, technical standards, and policies.
- Document management duties include creating and maintaining electronic file systems to monitor and report permit activity utilizing various software, mapping, and communication methods.
- Tasks require effective oral and written communication skills; assertiveness and cooperation in managing conflicts; interacting effectively with project team members; and directing official communications.
- Position requires ability to evaluate, select, and apply standard techniques, procedures, and criteria to perform a task or sequence of tasks for conventional projects and collaboratively use judgment to determine adaptations in methods for nonroutine aspects of assignments.
Qualifications Required Education- Bachelor's degree, must be specific to civil engineering or a related engineering field.
Required Experience - One year of related experience in engineering.
Required Qualifications- Valid Class C driver's license
Supplemental InformationPHYSICAL DEMANDS:Exerting up to 20lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.
WORKING CONDITIONS:This position requires work both in an indoor office setting as well as outside performing site inspections of construction sites and developed properties.

Health Insurance - The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following 30 days of employment for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance - Coverage becomes effective the first day of the month following 30 days of employment. Employees, their spouse and dependent children are eligible for coverage.
Life Insurance - The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.
Retirement: - NC Local Government Retirement System -All benefits eligible employees make a mandatory 6% contribution every pay period.

Deferred Compensation - The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*): - Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
- Holidays - 13 paid holidays annually
- Paid Parental Leave - Six weeks of paid leave for the birth, adoption or placement of a child (must run concurrently with FMLA).
*Part-Time Employees will earn paid leave benefits on a pro-rated basis.
