DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS- Provides and updates SWQ policies, procedures, and guidelines to team.
- Lead and manage Stormwater quality (SWQ) plan review and permit to ensure compliance to ordinance, City of Houston Infrastructure Design Manual (IDM) and TCEQ Rules and Regulations.
- Oversees and monitors SWQ revenue and performance.
- Evaluates and prepares the weekly team performance report and improve productivity.
- Manages and directs SWQ team that reviews new permits and renewal permits
- Provides training seminars, workshops, and other informational to support Houston's Municipal Separate Storm Sewer System (MS4) program.
- Develops protocols and maintains records to document and track in compliance with permit requirements.
- Attends all coordination meetings including Joint Task Force and Houston-Galveston Area Council meetings as needed.
- Provides technical support and expertise in various projects, any inquiries and programs from other City of Houston departments, technical personnel, regulatory agencies, consultants, contractors, and the general public, e.g. Mayor office's Green Storm Infrastructure Program (GSI).
- Assists other technical work relative to drainage and storm infrastructure as assigned.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking and standing.
This is a Department of Houston Public Works Emergency Management Position at the Tier III Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTSSix years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCESCandidates with experience in Storm water quality (SWQ) or Municipal Separate Storm Sewer System (MS4) program management. Preference will be giving to applicants with an Environmental Engineering Degree.
