JOB SUMMARYThe
Assistant City Engineer Provides professional engineering leadership and technical services in connection with planning and executing a wide variety of engineering and public works improvement programs. This is an exempt position.
PRINCIPAL DUTIES AND RESPONSIBILITIES - Directs staff and other employees in the investigation, development, and design of a variety of engineering projects.
- Assists with traffic engineering activities for the City of Victoria.
- Provides technical engineering advice to the City Engineer and other department heads. Coordinates engineering design and construction activities involving the City and other agencies.
- Supervises preparation of cost estimates and specifications, letting of contracts, inspection of construction projects, and preparation and maintenance of necessary plans, maps, notes, plat profiles, and other engineering records.
- Investigates and answers requests from City officials and citizens.
- Recommends priorities for public works projects and capital improvement programs.
- Coordinates and performs review of plans, schedules for architects, engineers, and contractors, letting of bids, and construction inspections.
- Reports progress to the City Engineer.
- Prepares various engineering reports.
- Performs duties in a safe and orderly manner, complying with all City and department safety rules.
- Regular attendance at work and arrives on time.
- Ability to get along with other employees and the public.
- Performs all other job -related duties as assigned.
PHYSICAL AND ENVIRONMENTAL CONDITIONSWork is performed in a standard office environment.
REQUIRED QUALIFICATIONS Education, Training, and Experience:Bachelor's degree in Civil Engineering. Minimum of five (5) years progressively responsible experience (including managerial) in several of the major functional areas of engineering. Experience with design and construction of water, drainage, sanitary sewer, traffic systems, streets, sidewalks, and other public works infrastructure OR an equivalent combination of education, training, and experience.
Knowledge of: - Administrative and management procedures, practices, and techniques.
- Ability to read and understand engineering plans, subdivision plats, letting contracts and other engineering records such as technical materials, reports, and journals.
- Knowledge in preparing cost estimates and specifications.
- Knowledge of floodplain management.
- Knowledge of ADA Compliance through TxDOT.
- Understanding of municipal funding strategies.
- Ability to research techniques, methods, and procedures.
- General office policies, procedures, and practices.
- Records maintenance and retention practices and procedures.
- Engineering practices and methods.
- Organizational and management practices as applied to the analysis and evaluation of programs and operational needs.
Skill in:- Utilizing office equipment and associated software programs, including conducting engineering research.
- Interacting tactfully and professionally with City staff, outside agencies, and the public.
- Ability to compile and prepare clear and concise reports.
- Ability to analyze problems, identify alternative solutions, project consequences of proposed action and implement recommendations in support of goals.
- Organizing work and setting priorities to meet deadlines.
- Presenting information to groups of varying size.
- Experience with utility modeling.
- Establishing and maintaining effective working relationships.
LICENSE AND CERTIFICATION REQUIREMENTS - Texas Professional Engineer's Registration required within 1 year of hire.
- Valid Texas driver's license with driving record that meets city guidelines.
