About the Work Unit
The Clean Transit Enterprise (CTE) is a state, fee-funded business that is administratively supported by the Colorado Department of Transportation. This enterprise was originally established by Senate Bill 21-260 (CDOT) to support public transit electrification planning efforts, facility upgrades, fleet motor vehicle replacement, as well as construction and development of electric motor vehicle charging and fueling infrastructure. The bill allowed the enterprise to impose a clean transit retail delivery fee to fund its operations, and to issue grants, loans or rebates to support electrification of public transit. Subsequently, Senate Bill 24-230 significantly expanded the responsibilities of this enterprise by establishing a new fee on oil and gas production that is dedicated to mitigating air quality impacts through expanded transit. These fees will be established and then allocated to local subrecipients, rail projects, and competitive grants through the CTE.
About the Position
As the Director, you will lead the CTE with its Board of Directors through an important growth process as it continues to advance zero emission transit in support of statewide transit electrification goals and as it develops new formula and competitive grant programs to increase transit and rail services statewide. This will include developing processes to allocate and prioritize funds, ensuring accountability for expenditure and tracking of dollars, and assessing impacts of the programs to ensure that dollars are being optimized towards achieving air quality and transit goals. You will need to evaluate transit needs at a statewide level using input from numerous internal and external stakeholders and guide program investment decisions in a challenging environment where there are competing priorities and available program resources will only address a fraction of the statewide needs. Your guidance and recommendations will be critical in the establishment and successful operation of CTE's new business purpose, which in turn are a critical component of department efforts in achieving clean transportation and statewide transit goals.
You will provide administrative leadership and coordinate a Board of Directors, including developing meeting materials and agendas that foster efficient and effective outcomes and leading important implementation processes associated with the Enterprise. You will lead stakeholder processes to support administrative rulemakings, including those that will set allocation formulae for funds, as well as administering competitive grant competitions for other dollars.
Your duties and responsibilities will include, but are not limited to, the following:
- Provide leadership, management, and strategic direction for the CTE program in accordance with all applicable statutes and CTE Board policies.
- Ensure that the direction of the enterprise is in alignment with statutory goals and support development and implementation of the identified strategies.
- See that all policies, directions and orders of the Board are carried out, and have such other authority, powers or duties as may be prescribed by the Board.
- Develop and lead public outreach processes to ensure that policies and administrative procedures presented to the board for consideration are transparent and provide robust opportunities for public engagement and comment.
- Oversee execution of and periodic updates to the CTE 10 year plan and adherence to CTE's mission and goals.
- Collaborates and works across CDOT's organizational lines to access resources needed to address CTE goals and objectives.
- Provide support and assistance to the CTE Board of Directors, providing timely and accurate information.
- Create procedures to guide how topics/issues are presented to the Board so as to achieve board and department goals, meet open meeting law requirements, and to ensure the Board determinations and decisions are made in accordance with state law, based on scientific principles and provide an efficient process for public and industry participation.
- Formulate program guidance, policy, and strategic initiatives for consideration by CDOT Executive Management and the Board.
- Consult with internal and external counsel as necessary to confirm/maintain program compliance with all applicable statutes.
- Identify and quantify potential TABOR impacts to maintain program "Enterprise" status as defined in Article X, Section 20 of the Colorado Constitution.
- Promote innovation within the Department by championing innovative project delivery and financing to achieve cost efficiencies and acceleration of projects to expand transit and deploy zero emission transit statewide.
- Promote the functioning of the Enterprise as a collaborative strategic business partner within CDOT and with local governments, public agencies, and private entities.
- Coordinate very closely with CTIO and DTR on the transit and rail project portfolio.
- Solicit, review and synthesize input from stakeholders and use that feedback to draft and finalize presentations, reports and updates to various internal and external stakeholders; negotiate to find mutually acceptable solutions to complex challenges.
- Serve on various committees, councils, task forces, and other working groups; lead coordination with the various CDOT divisions and branches that provide support to CTE as well as external stakeholders such as the FTA, FRA, FRPR District, Transit Agencies and the State Attorney General's Office.
- Serve as a key contributor to policy development around potential transit and rail-related legislation in coordination with other enterprises and CDOT divisions, state agencies, and regional and local planning partners.
- Oversee all CTE planning and programming activities, which includes developing and executing allocation criteria for pass-through and competitive funds authorized by SB 21-260 and SB 24-230.
- Manage the CTE's annual budget of approximately $65M (FY2025-26) and oversee planning and programming of available funds.
- Compile and submit CTE annual reports to the legislature as directed by statute.
- Maintain and regularly update the CTE public accountability dashboard required by statute.
- Communicate program progress and strategic initiatives to various internal and external committees, councils, task forces, and working groups.

Work Environment:
- Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

- Education from an accredited college or university with coursework in Business Administration, Finance, Public Administration, Public Policy, Urban and Regional Planning, Civil Engineering, or another field of study related to the duties of this position will be considered.
