Position Summary Position Summary
Oversee and coordinate temporary traffic control plans in support of the Construction Coordination Section of the Construction Services Division; ensure compliance with applicable rules and regulations; coordinate barricade and excavation activities within the City right-of-way with other divisions, departments, contractors, and outside agencies; perform a variety of tasks relative to assigned area of responsibility; to provide highly responsible and complex administrative support to the Section Manager.Job descriptions are intended to present a general list of tasks/duties performed by employees within this job classification. Receive general direction from the Section Manager.
Exercise functional and technical supervision over lower level staff.
Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below)
- Supervise inspectors to ensure compliance with local, state, and federal guidelines, methods, techniques, and policies in regards to temporary traffic control and the construction of public right-of-way infrastructure.
- Perform a wide variety of professional duties in support of barricade and excavation permitting within the City right-of-way.
- Receive, review and approve temporary traffic control plans and construction schedules; recommend revisions to ensure compliance with appropriate guidelines, specifications, laws, ordinances, regulations, and to avoid conflict with other activities within the public right-of-way.
- Analyze a variety of temporary traffic control plans and schedules to achieve maximum safety, and efficient use of the City right-of-way; and ensure the least amount of impact on the traveling public.
- Respond to public inquiries in a courteous manner, and provide information with the area of assignment; resolve complaints in an efficient and timely manner.
- Participate in the development of guidelines, standard specifications and drawings, policies, and procedures which may impact the Construction Services Division.
- Visit construction zones and special events to determine the impact on the public, the adequacy of the plans to control traffic and maintain safety, and to suggest traffic control measures or improvements.
- Assist in establishing procedures for street closures for maintenance/construction projects, and special events within the City right-of-way.
- Provide technical support to barricade and excavation inspectors regarding temporary traffic control activities.
- Prepare drawings of proposed traffic control, or other control devices, for road work and events which encroach into the public right-of-way, utilizing computer-aided drafting programs or Geographical Information Systems (GIS).
- Analyze existing and future barricade/excavation permits, vehicular/pedestrian/bicycle flow dynamics, and roadway functions through the use of the GIS.
- Map and analyze data associated with the Construction Services Division using GIS databases.
- Coordinate with other governmental and private entities to ensure safe and coordinated traffic flow within the metropolitan area.
- Review, approve, and issue barricade and excavation permits using advanced computer data base software; make suggestions for improving database management; including possible software modifications.
- Calculate and determine appropriate barricade and excavation permit fees using approved fee structure.
SUPPLEMENTAL FUNCTIONS:- May direct, plan, train, and review the work of lower-level professional, technical, and clerical staff.
- Attend and participate in professional group meetings, and stay informed of new trends, innovations, technology, and practices in the construction and civil engineering field.

Minimum Education, Experience And Additional Requirements Minimum Education and Experience Requirements
Related education and experience may be interchangeable on a year for year basis.Bachelor's degree in civil engineering, construction engineering or construction management,
andSix (6) years of engineering experience;
andTo include three (3) years of temporary traffic control experience;
andThree (3) years direct supervisory experience in a management and/or administrative capacity.
ADDITIONAL REQUIREMENTS: Possession of a New Mexico Driver's License (Class D), or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Possession of a Traffic Control Supervisor Certification (TCS) issued by the American Traffic Safety Services Association (ATTSA) within one (1) year of hire date.
