POSITION DESCRIPTION:
Supervises employee including planning, organizing, and scheduling of assigned work. Motivates and evaluates employee on the performance of their duties. Plans workloads, deadlines, objectives, and time utilization with employee to ensure maximum use of time and resources. Participates in applicant selection and hiring process. Evaluates employee's performance and conducts employee's performance reviews to ensure the pre-established criteria are met. Ensures employee receives necessary training in methods for performing an effective and efficient job. Assures employee adherence to agency policies, procedures, and conduct standards and provides disciplinary actions as necessary. Approves employee work schedule and leave usage.
Evaluates and recommends resource, information and budget needs to management related to the Florida Department of Transportation (FDOT) environmental program at the district or central office level. Manages the district Asbestos Program. Oversees staff in the development/implementation of inspections, periodic surveillance, monitoring operation and maintenance plans. Responsible for the regulatory notification of response actions for activities that are planned or in progress for district owned facilities. Reviews Asbestos Survey Reports and operation and maintenance plans for technical sufficiency and regulatory compliance.
Oversee assignments, reviews progress, and assesses performance of programs related to environmental issues or resources in support of program managers or other functional area managers. Performs professional administrative duties, utilizing consultant and in-house staff to resolve contamination issues for the district. This includes supervisory oversight of environmental staff, reviews and processes consultant invoices, reviews consultants' reports, and advises the department of pertinent findings. This position assists in program development and coordination with district's production and operation of any hazardous materials and underground petroleum storage tanks. Directs field work conducted by the district's consultants including site assessments, remedial action plans, and site cleanup. Coordinates with environmental regulatory agencies including the Florida Department of Environmental Protection, Pinellas County Health Department, and Hillsborough County Petroleum Cleanup Department. Performs field investigations of potentially hazardous sites and maintains oversight of remediation operations.
Monitors Florida Department of Transportation environmental programs, approves funding, tasks, scopes, and confirms the disposition of awards, and other agreements in support of program mangers or other functional area manager. Directs and reviews consultant's work efforts to ensure each firm meets current state and federal guidelines, directives, and procedures. Oversees the development of scope of services to be provided and analyzes selected consultant's proposal. Directs environmental staff in analyzing and evaluating engineering and environmental data to assure final recommendations of project will best serve the public. Attends public involvement meetings/public hearings to aid during information periods, answering individual questions.
Provides consultation and expert advice to management or other groups on technical, systems-related, or process related topics related to Florida Department of Transportation (FDOT) environmental programs in support of program managers or other functional area managers. Maintains close liaison with other Department of Transportation (DOT) offices, local, state, and federal agencies and public to ensure a free flow information regarding the district's efforts in dealing with contamination and hazardous waste problems. Coordinates agency notifications, regulatory activities, remediation efforts, and emergency response with production/construction schedules.

MINIMUM QUALIFICATIONS:
A bachelor's degree from an accredited college or university & 2 years of professional experience in the field of transportation; natural, physical, social, or environmental sciences; archeology or cultural resources; environmental, or civil engineering to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471 and 1 year of experience to which the position is assigned. A master's degree from an accredited college or university in environmental sciences or engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
