Job Description
SUMMARY OF RESPONSIBILITIES:This class is responsible for coordinating, planning, prioritizing assigned activities in the Water Resources Engineering Department. Responsibilities include preparation and maintenance of asset management and strategic asset management plans, including lists and hierarchies; evaluating best practices in asset management; determining asset net present value and life cycle costs; developing alternatives for cost -effective operations and maintenance of assets and long term capital investments; calculation of business risk evaluations; develop short/intermediate/long term plans for rehabilitation and replacement of assets; assist with capital budget prioritization; maintain and update financial forecasting for short/intermediate/long term forecast models; maintain and update asset and risk prioritization models using modern asset management strategies and technology; build an effective asset risk mitigation program to improve asset reliability with reduced business risk with optimized spending and capital investments; work closely with all PWC departments, consultants, and other governmental agencies to leverage asset management data; perform root cause failure analysis to reduce down time of assets; manage procurement and professional or service contracts as may be necessary to advance the asset management program; updating and promoting the asset management framework; linking the asset management program with the geographic information system (GIS) and computerized maintenance management systems (CMMS); managing special projects and programs to improve the efficiency and/or reliability of the assets; driving/operating vehicles in performing work assignments/responsibilities. Operating under general supervision, latitude is allowed for the exercise of independent judgement in planning and coordinating the details of the work. Extended hours and on-call availability may be required. Performs related work as required.
EQUIPMENT OPERATED:Computer, calculator, communication equipment, and other equipment, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/ procedures; thorough knowledge of concepts/theory/principles/practices of civil engineering; knowledgeable of the principles and practices relating to design, construction, condition assessment and rehabilitation of buried municipal utility infrastructure; skill in use of computers and applicable software; strong analytic skills and ability to effectively interpret data; ability to perform systems analysis; ability to use good judgement in making adaptations/modifications applying engineering techniques, procedures, and criteria; ability to perform accurate complex mathematical computations; ability to evaluate and solve technical engineering problem; ability to operate and maintain GIS and CMMS data and create reports and analysis; ability to create and maintain Business Intelligence (BI) solutions using dashboards and reports; ability to communicate effectively, both orally and in writing; ability to research, plan, coordinate, schedule, project, and prioritize work; ability to prepare and maintain reports and records; ability to supervise people and multiple projects; ability to maintain effective working relationships with customers, the general public, all levels of employees, officials, and contractors.
MINIMUM QUALIFICATIONS:
(A) Graduation from a four (4) year accredited university/college with a Bachelor's Degree in Engineering or related field and a minimum of two (2) years progressively responsible experience in asset management and/or condition assessment of pipeline infrastructure, which includes reviewing/monitoring the work of others.
(B) Graduation from high school or possession of a high school equivalency diploma and a minimum of ten (10) years of experience as defined in (A) above
*NOTE: Candidates with an Engineer-Intern certificate or a Professional Engineering license are highly desired.
SPECIAL REQUIREMENTS:Must possess and maintain a valid North Carolina Driver's License.
PHYSICAL REQUIREMENTS:Must be able to perform the essential functions of the position.
SAFETY HAZARDS: When performing field work, may be exposed to inside/outside working conditions, extreme cold/heat, noise, hazards including a variety of physical conditions such as proximity to moving vehicles/ mechanical parts, heavy equipment, and climbing ladders.
PROTECTIVE EQUIPMENT:As required in the Public Works Commission's Safety Manual.
