Description
Performs difficult professional and skilled technical work with an emphasis on multimodal transportation planning, traffic and congestion mitigation, grant application and administration, and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations. Work is performed under the limited supervision of the Planning Manager.
Essential Job Functions- Provides technical guidance and staff support to a wide variety of Town, regional and state committees dealing with transportation and land use issues including technical coordinating committees, metropolitan planning organizations, and regional transportation organizations; works with the community to identify issues and build consensus on plans and strategies.
- Performs transportation planning project management, including updating and consolidating the Town's transportation related plans.
- Coordinate transportation planning with other planning initiatives internal and external to the organization.
- Serve as the Town's lead on providing input and making recommendations to evaluate and mitigate the impacts to the transportation network from development projects, including close coordination with NC DOT and the Wilmington Metropolitan Area Planning Organization (WMPO).
- Review site plans, preliminary subdivisions, and construction plans for compliance with applicable transportation-related plans and ordinances.
- Make recommendations for multimodal transportation related updates and amendments to the Code of Ordinances.
- Seek funding and coordinate associated grants for various transportation improvement projects.
- Participates in the design, planning, and implementation of projects that expand and enhance the Town's multi-modal transportation system.
- Serves as staff liaison with the WMPO Technical Coordinating Committee.
- Serves as staff liaison with NC Department of Transportation and Wilmington Metropolitan Area Planning Organization (WMPO) on planned transportation improvements and project prioritization.
- Inform citizens, developers, and public officials regarding transportation-related matters, which will provide opportunities to lead public meetings and make public presentations.
- Responds to related inquiries from Town employees, citizens, Board members, and Council members.
- Performs other duties as directed or assigned.

Requirements
- Bachelor's degree in urban and regional planning, city and regional planning, transportation planning, civil engineering, public policy/administration, geography, or a related field.
- Extensive (6+) experience in planning with an emphasis on transportation planning preferred.
- Knowledge and/or experience working with regional planning organizations such as MPOs/RPOs.
- Knowledge of traffic impact analysis process.
- Knowledge of transportation design elements and best practices including roadway design, pavement markings, sight distance triangles, ADA guidelines, and MUTCD, AASHTO, and PROWAG standards.
- Demonstrated ability to manage or facilitate complex projects and/or transportation grant funding.
- Understanding of the interrelatedness of transportation planning and land use planning.
- Possession of American Institute of Certified Planners (AICP) certification or ability to obtain within 1 year of hire.
- Possession of an appropriate driver's license valid in the State of North Carolina.

Knowledge, Skills, and Abilities- Comprehensive knowledge of the concepts, principles, techniques, and legal aspects of transportation planning.
- Comprehensive knowledge of the philosophies, principles, practices, and techniques of planning as they pertain to the design and development of urban and regional areas and their interrelatedness with the design and efficiency of the transportation network.
- Comprehensive knowledge of research methodology and of standard statistical procedures; thorough knowledge of the Town Charter and of the various ordinances, codes, and regulations pertaining to planning, zoning, and subdivision.
- Comprehensive knowledge of the techniques required in the preparation of maps, charts, sketches, and complex graphics.
- Ability to read and interpret surveys, plans, architectural and engineering drawings, maps and blueprints accurately.
- Ability to effectively communicate with staff and customers in both oral and written form, both in group and one on one settings.
- Ability to conduct themselves in a professional manner regardless of situation.
- Ability to establish and maintain effective working relationships with associates, consultants, architects, State and local elected officials, engineers, and the public.
- Ability to apply divided attention to planning, scheduling, and processing of planning related projects and tasks.
- Ability to apply logic and reasoning to various types of projects, tasks, and inquiries.

Salary Description
$64,000.00 - $73,600.00
