DescriptionSupervisory and technical engineering work managing or performing roadway and stormwater management related projects. Extensive knowledge in roadway drainage using numerical hydrologic and hydraulic programs to design county projects. Project management duties, obtaining all regulatory permits for stormwater treatment systems and storm sewer designs. The successful candidate should have a strong background working on similar type projects.
**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

The omission of specific duties does not exclude them from the position.Participates in selection and contracting of consultants, determines project costs for engineering projects, manages financial oversight of invoices and budget matters and approvals, tracks scheduled progress of design and construction activities, reports all aspects of project progress and issues to the County Engineer, and facilitates problem and issue resolution for design and construction projects.
Participates on technical advisory committees, boards, and other water quality/stormwater related inter/intra-governmental groups to craft water quality-related policies, assess regulatory impacts, and develop regional restoration strategies.
Investigates and responds to complaints from citizens.
May coordinate and direct the work activities of County staff and/or contractors. May oversee and evaluate the work activities of County staff and/or contractors.
Manages Professional Service and Contracted Services Agreements, including the development of RFP's, selection (recommendation) of consultants/vendors, development of Scopes of Work, preparing work order/OP/ON requests & tracking on-going agreements.
Attends public meetings during and after work hours as County representative.
Prepares BCC agenda items, provide technical support at BCC meetings, and make formal BCC presentations.
Coordinates work activities with other sections in the areas of drainage, water management, and engineering design projects related to proper drainage of County roads and land use.
Coordinates inspections to ensure engineering standards and specifications are met. Provides technical assistance to outside consultants engaged in engineering projects.
Coordinates with other County Departments and with State and Federal agencies to provide engineering services or complete engineering projects as assigned.
Prepares and submits required reports on section activities or responds to requests for engineering data or technical opinions as required.
Prepares recommendations for budget and controls expenditures from the approved budget for the section and provides input to the development of the Division's budget.
Review stormwater management reports and maintain and make periodic updates to the County Stormwater Masterplan.
Design and manage stormwater projects, plans preparation and facilitate all regulatory permitting on Capital Improvements Projects (CIPs).
Develops contract scopes of work and coordinate activities related to initiation, advertisement and execution of contracts, including staff man-hours estimates, negotiations, approval of invoices and preparation of supplemental agreements, as required.
Serves as Engineer of Record and provides technical guidance to in-house staff. Prepare Board of County Commissioners' Agenda Items for Approvals.
Coordinate plans, specifications and design calculations reviews with other county staff to complete CIPs.
Responsible for internal constructability and quality control reviews to ensure plans, designs and calculations are in compliance with County, State and Federal Agencies criteria.
Assist other Project Managers in project administrative duties.
Attend public meetings during and after work hours as County representatives.
Develops and analyzes mitigation measures for CIPs; maintain and periodically make updates to the County Stormwater Masterplan.
Coordinates work activities with consultants, engineers and technicians.
Additional Duties:Performs other duties as assigned or as may be necessary.

Minimum QualificationsBachelor's Degree in Civil Engineering or related field five (5) years hands-on drainage and stormwater management designs or a combination of education and experience.
Must possess registration as a Professional Engineer in the State of Florida or have the ability to obtain licensure within six months of the date of hiring and maintain registration throughout term of employment.
Floodplain certification preferred.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Ability to train and mentor other County Staff.
Strong knowledge of engineering plan preparation, stormwater management and design of roadway drainage systems utilizing Seminole County, FDOT, SJRWMD, FEMA and other related agencies standards.
Basic roadway design knowledge and elementary surveying principles highly recommended.
Knowledge needed to operate more complex and technical computer applications, such as GIS or CAD, MicroStation GEOPAK Drainage, ASAD, SWMM, HEC-RAS strongly recommended.
Working experience with ICPR and PONDS software required.
Proven leadership track record managing multiple Capital Improvement Projects.
Must possess the ability to accept, receive, and/or collect payments; prepare and/or process purchase orders; be held accountable for inventory/property management; manage or administer grant funds; make recommendations that impact the organizational budget; and manage the budget within assigned unit/division.
Ability to communicate effectively both orally and in writing with various groups and individuals.
Ability to deal tactfully and effectively with subordinates, other County staff and the general public.
Must possess and maintain a valid Florida Driver's License.
All employees must attend Seminole County Required Trainings.
