Job ResponsibilitiesResearches requests from the general public, district personnel, or other internal sources, to provide a complete and accurate documented file of the origin of the right of way and/or surplus property. Uses engineering principles in determining the proposed new right of way limits, taking into consideration the slopes, drainage, potential need for an additional lane, sight distance, and control of access utilizing aerial views from GIS sites, cross sections, and the highway plans data.
Applies engineering principles and procedures utilizing the CADD (Computer Aided Drafting and Design) principles in designing exhibits to illustrate surplus property, and new proposed right of way limits in accordance with the Right of Way Exhibit Guide. Manipulates the design file level/layer information to edit and correct identified errors or add new information from plats, such as new or corrected property lines, building locations, including notes on the sheet to comment on the change, source of information, and dates. Determines the appropriate scale in which the exhibit is to be prepared to provide a clear representation of the conveyance to the landowner.
Researches ownership and use of adjoining lands utilizing available on-line county records and departmental records. Performs field checks of properties, statewide, when advisable to ascertain the features of the parcel and surrounding topography, drainage facilities, and access issues that affect the right of way needed and the marketability of the parcel.
Converts MicroStation exhibit files and circulation files to PDF format. Ensures exhibits used in connection with the department's quitclaim deeds, easements, and other documents of conveyance or agreements meets the requirements to be recorded In the Register of Deeds Office statewide. Develops a compatible circulation package to upload to Sharepolnt used to circulate to the department's engineering sections to solicit inputs on the desire to sell, or retain surplus property or other engineering issues.
Assists the Right of Way section with complicated engineering issues as needed, utilizing civil engineering principles and applying the policies and procedures of the department. Uses Mlcrostation to update all highway plans affected by the sales of surplus properties. Establishes new right of way and control of access limits where applicable and makes annotation of department's conveyance of surplus property. Converts the revised highway plan sheet to PDF files to be uploaded in Plans Library and coordinates changes with Plans Library Office to ensure updates are made available on Plans Library.
Provides training to personnel in the Right of Way section, interprets right of way instruments and property descriptions used in titles, easements, condemnations and other documents as they relate to highway plans. Provides guidance in engineering principles as the plans relate to acquisition documents. Proofs complex quitclaim deeds when requested for the property management section to assure accuracy. Performs other related duties as assigned.
Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, kneeling, and lifting up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
