Description / Position OverviewSenior Design Engineer - Stormwater EnterpriseThe City of Colorado Springs is seeking a highly skilled and motivated Senior Design Engineer to lead the formation and management of a new design team within our Stormwater Enterprise. This role will focus primarily on stormwater design duties, reviewing and approving drainage reports and construction plans to ensure compliance with City codes, policies, and standards. As a key technical expert, you will have the unique opportunity to stand up a small in-house design team, adding diversity to the roles of existing reviewers and managing the design of smaller stormwater projects internally.

Essential Job Functions- the basic job duties an employee must be able to perform:
- Lead the Design Team: Establish and manage a new design team focused on stormwater projects, ensuring all designs meet City codes, policies, standards, and drainage criteria.
- Technical Expertise: Serve as the technical expert in stormwater design, providing guidance and mentorship to junior staff, and leading the team through the full design process. Provide written criteria updates. Manage consulting teams to create design tools, drainage basin planning studies, and other design-related projects.
- Plan Review and Approval: Review and approve a variety of engineering design reports and construction drawings, including drainage reports, storm sewer plans, erosion control plans, and permanent stormwater quality control measures, ensuring compliance with all applicable regulations.
- Stakeholder Interaction: Respond to inquiries from other City departments, the public, contractors, and developers regarding stormwater design and compliance issues.
- Regulatory Compliance: Ensure project compliance with federal, state, and local regulations during the review and implementation of stormwater capital projects.
- Cross-Department Collaboration: Attend City project meetings, assist project managers and external engineers with navigating stormwater requirements, and collaborate with various City departments and Colorado Springs Utilities.
- Training and Education: Support the production of educational materials and provide technical training for both internal staff and external stakeholders.
We are looking for candidates who demonstrate:Knowledge of:- Methods and techniques of engineering plan design, review, and approval
- Professional civil engineering principles, practices, and methods-specifically those related to stormwater management, hydrology, and hydraulics
- Pertinent federal, state, and local codes, laws, and regulations
- Concepts related to City's Four Step Process, full-spectrum detention, and low-impact development
- Erosion control and sediment control measures
- Project management principles
- Principles of good leadership. supervision and training
Ability to:- Provide technical training and supervision to lower-level engineering staff
- Communicate clearly and concisely, verbally and in writing
- Establish and maintain effective working relationships
Successful candidates will have - A bachelor's degree from an accredited college or university with major coursework in civil engineering or related engineering field
- The bachelor's degree requirement will be waived if PE (Professional Engineer) License has been obtained via C.R.S. 12-25-114(1)(a).
- Seven years of full-time professional engineering experience in area related to assignment, including twoyears of lead and/or supervisory experience.
- Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges
- Possess, or obtain upon hire, Professional Engineer (PE) License in the state of Colorado Or obtain reciprocity for Professional Engineer (PE) License in the state of Colorado Within 6 months of hire
Ideal candidates will also have - A master's degree from an accredited college or university with major coursework in civil engineering or related engineering field
- Experience with the following programs: HEC-HMS, HEC-RAS, EPA SWMM, UD-SEWER, StormCAD, and/or AutoCAD, and GIS for data collection/access.
- Stormwater design experience
- Familiarity with plan production
- Experience with drainage criteria application
