Position DescriptionThe City of Edina is seeking to fill one vacancy in our Engineering Department! The candidates professional background will align with our Graduate Engineer/Engineering Technician 2, Project Engineer/Senior Engineering Technician, Senior Project Engineer
OR Principal Engineer positions. The education and experience of the selected individual will dictate the title and pay for this position.

Essential Functions - Residential and commercial permit review.
- Reviews civil plans including grading, erosion and sediment control, traffic control, and restoration plans to protect water resources, roads and utility systems and ensure compliance with all relevant codes;
- Provides review of residential and commercial site development, and coordinates additional staff resources for commercial development as needed for utility and traffic impacts;
- Communicates with and advises permit applicants, detailing requirements and problem solving to meet requirements;
- Coordinates easement acquisition and vacation with internal and external parties;
- Answers questions about easements and encroachments and coordinates encroachment agreements as needed;
- Collaborates and consults with State officials and watershed districts to implement wellhead and water resource protection rules;
- Prepares site-specific standard, subdivision, variance, and commercial memorandums for developers, Planning Commission and City Council;
- Manages permit review consultant during peak season;
- Continually works to improve the permit review process that supports department responsibilities;
- Prepares residential and commercial permit closeout list and coordinates with builders/developers and Building Department for certificate of occupancy and escrow release.
- Right-of-Way (ROW) Permitting.
- Supports department administrative staff with
- technical review of driveway entrance permit applications
- inspection and ROW permits involving private utility and small cell work to ensure conformance to relevant codes and ordinances;
Reviews invoices for ROW permits and bills contractors;Assists with escalated resident issues associated with private utilities, including private utility infrastructure on private property;Advises and assists contractors in problem solving related to corrections required;Reviews and assist with maintaining GIS maps of permits, and assists in updating and expanding infrastructure systems maps.
- Engineering inspections and field support.
- Assists and coordinates field staff and consultants on site inspections and enforcement of erosion and sediment control including working with the Redevelopment Coordinator;
- Coordinates field staff and consultants and inspects escalated right of way damage and restoration associated with driveway entrances and excavations to ensure compliance with approved plans and relevant City ordinances;
- Coordinates the issuance and maintenance of records with the Engineering Admin Coordinates related to work correction orders and/or certificates of completion;
- Coordinates performance and tracks warranty inspections and releases bonds;
- Responds to escalated concerns from residents regarding drainage and flooding, erosion and sediment control, and property damage and works with the builder and resident to remedy the situation;
- Performs investigatory inspections associated with unpermitted work and/or incomplete restoration;
- Provides technical support to residents to increase community capacity for addressing private grading and drainage issues.
- Updates policies and codes and develops tools for ease of implementation.
- Using independent judgment provides supervision and leadership to temporary seasonal employees.
- Sets goals and objectives and monitors performance;
- Conducts ongoing feedback, coaching and mentoring.
- Communicates professionally and maintains working relationships with others in carrying out job functions.
- Answers questions, provides information to residents, other City Departments, consultants, and the general public via phone, email, mail, and in person;
- Represents the Department to other City Departments, the community, and the general public;
- Communicates with others relating to work assignments and progress of work or to convey information about conditions or work-related needs.
- Develops information and educational materials to increase awareness of City policies related to construction.
- Maintains professional competence and stays abreast of trends, marketplace comparables and innovations.
- Attends training, conferences, and meetings and reviews relevant literature.
- Serves as project manager for assigned projects:
- Drafts and prepares reports, project schedules, letters, notices, meeting materials, PowerPoint slides, and supporting documentation for projects.
- Prepares project quote documents;
- Performs other duties and activities as assigned.
Qualifications Minimum Requirements:The job requires a four year degree in a related field
or two years of post-high school training in a related field and two years of experience in civil engineering technology, water resources, hydrology, natural resource sciences, site development, municipal public works projects, or equivalent experience. A valid driver's license or evidence of equivalent mobility is also required.
Desired Qualifications:GIS, CAD and Stormwater modeling software experience, municipal or utility infrastructure sector, permitting or inspection experience, customer service experience, Certified Professional in Erosion and Sediment Control; certification by University of Minnesota in Erosion and Sediment Control - site management and installer.

Physical and Mental Requirements:Approximately 80% of the time is performed in a normal office environment which physical effort is light. Approximately 20% of work is performed in the field, in normal or inclement weather conditions. The job includes driving a vehicle on regularly basis.
Working Conditions: Work is performed both inside and outside, in normal and inclement weather conditions. There may be exposure to hazardous or toxic chemicals and unpleasant odors, moving equipment, and uneven terrain while conducting inspections. Incumbent wears personal protective clothing and equipment. The job may involve dealing with and calming individuals who are emotionally charged over an issue. Report preparation and writing at times may require extended use of a keyboard. Work interruptions are frequent. Evening and weekend hours may be required.
