General Definition of WorkPerforms complex supervisory, administrative, and professional work in planning, organizing, directing, and supervising the Public Works Department including the Engineering, Transit, Parks, and Street & Sewer Divisions. Works under the administrative oversight of the City Administrator. Exercises general, technical, and administrative supervision over all Public Works Department employees either directly or through supervisory staff.
Please note: 2024 Hiring Range: $50.86 - $56.67 per hour depending on qualifications.
2024 Pay Range: $50.86 - $60.55 per hour.

Essential Functions - Plans, programs, directs, and evaluates the operation of the department in all areas of responsibility. including transportation, street, sewer, drainage, transit and parks.
- Administers public works capital projects and coordination among department divisions and other City departments to provide effective, efficient, and professional service to the community.
- Develops short- and long-range goals and objectives for the Public Works Department consistent with City Council objectives.
- Represents the City with the public, news media and government agencies in a manner that conveys a positive image of City government and that fosters cooperation and support.
- Develops annual budget proposal and controls budgeted expenses for the departments and all divisions.
- Allocates resources to ensure department goals are achieved in a cost-effective manner.
- Formulates and implements department policy, procedures, rules, regulations, and programs.
- Prepares and reviews operational and administrative reports for the department; Supervises maintenance of records and materials associated with department activities or administration.
- Supervises all Public Works Department staff directly or indirectly through department supervisors including training, inspecting, and assigning work, developing staff schedules, coaching, and counseling, conducting performance evaluations, disciplining, and recommending hiring and terminating personnel.
- Evaluates potential projects, programs, and services to determine feasibility and impact on department operations and makes recommendations to Council.
- Oversees the City's Park system including maintenance staff, facilities, and projects; Oversees the City's Recreation staff & events.
- Prepares, coordinates, and implements the 30-year City facility improvement plan including capital facility project planning with applicable department heads or supervisors; Coordinates architectural and engineering plans for facilities including overseeing the bidding and construction process with internal or external staff and contractors.
- Researches and prepares technical advice and information for the City Council, Park Board, Transportation Advisory Committee, and other boards and committees as necessary; Attends meetings as required.
- Under the direction and/or authority of the City Administrator and City Council, oversees Public Works Department personnel policies and actions, oversees and/or participates in the selection of employees; evaluates employees and recommends salary adjustments, determines staffing and structure needs.
- Responds to concerns, issues, complaints, and questions from the public and employees; mediates disputes and resolves issues as appropriate.
- Oversees Department training program to ensure proper training and certification of departmental personnel.
- Maintains regular contact with City, County, State and Federal agencies, professional and technical groups and the general public regarding departmental activities and services.
- Performs other duties as assigned.
Qualifications and CompetenciesKnowledge, Skills and Abilities- Considerable knowledge of public works principles, practices, and methods as applicable to a municipal setting; Thorough knowledge of applicable City policies, laws, and regulations affecting Department activities;
- Ability to organize and delegate responsibility and to evaluate performance and conduct through administrative review and control procedures.
- Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public.
- Ability to conduct necessary engineering research and compile comprehensive reports.
- Ability to read equipment manuals, construction plans and specifications, policy manuals, letters, and regulations.
Education, Experience and Special RequirementsMinimum Qualifications:
- Bachelor's Degree in Civil Engineering, Park and Recreation Management, Business Management, Public Administration or other related field.
- Five or more years of management or supervisory experience.
- Demonstrated experience in concurrent management of multiple programs and complex projects.
- Possess a valid Driver's License.
Desired Qualifications:
- Master's Degree in Civil Engineering, Park and Recreation Management, Business Management, Public Administration, or related field.
- Eight or more years of management or supervisory experience.
- Previous experience as a Department Head or Public Works Director of a similar size City.

HolidaysThe 10 calendar holidays that are observed are as follows: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Friday following, and Christmas Day. Employees also received two additional "floating" holidays of their choice.
VacationVacation is earned at the rate of 10.00 hours per month (3 weeks per year) for the first year of employment. After the first year, monthly accrual rate is increased per the Employee Policy Manual. Maximum vacation balance is 240 hours. Vacation is accrued, but generally not available for use, for the first six months of employment.
Sick LeaveSick leave is earned at a rate of 8 hours per month with a maximum sick balance of 960 hours. Payout of 100% of sick leave balance allowed as severance if immediately eligible to draw PERA pension or due to a written doctor-verified disability.
Health InsuranceHealth Partners is our current health insurance provider. Coverage takes effective the 1st of the month following the date of hire. We currently offer three High Deductible Health Plan (HDHP) insurance plans.
- Plan 1 is a $3,000 single/$6,000 family deductible policy. The employee pays 5% of the single premium with the 2023 monthly cost being $64.36 per month. The employee pays 20% of the family premium or $418.67 per month.
- Plan 2 is a $1,500 single/$3,000 family deductible policy. The employee pays 5% of the single premium with the 2023 monthly cost being $71.69 per month. The employee pays 20% of the family premium or $464.54 per month.
- Plan 3 is a $5,850 single/$11,700 family deductible policy. The employee pays 3% of the single premium with the 2023 monthly cost being $32.88 per month. The employee pays 15% of the family premium or $270.08 per month.
- Plan 4 is a $7,500 single/$15,000 family deductible policy. The employer pays 100% of the single premium. The employee pays 10% of the family premium or $166.67 per month.
NOTE: For all three of the above HDHP, the employee also receives an additional annual employer HSA contribution depending on coverage elected (amounts are prorated and deposited in monthly increments) into the employee's Health Savings Account.
Dental/Optical InsuranceDental and optical insurance benefits are available.
Life Insurance & Long-Term DisabilityAn employer paid $100,000 life insurance and long-term disability insurance policy is provided by the City the 1st of the month following the initial-six months waiting period of eligibility.
Retirement PlanRetirement benefits are provided through the Public Employee Retirement Association (PERA). The 2023 EMPLOYEE contribution rate is 6.5%. The 2023 EMPLOYER contribution rate is 7.5%.
