JOB TITLE: Assistant Superintendent of Water Protection

CLOSING DATE: Until FilledJob Summary/ScopeAssists in the management and direction of the administration, operation and maintenance of the City's wastewater treatment plant. Supports liaison efforts between federal, state and local government regulators whose purview covers the activities of the division. Assists with the supervisory and clerical staff and is indirectly responsible for all the staff of the division. Assists in preparation, administration and monitoring of the division's budget.
Supervisory ResponsibilitiesIntegral to the position of Asst. Superintendent of Wastewater Operations is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.
Essential Duties and Responsibilities - Responsible for accurate and timely preparation and reporting of all information required by federal and state permitting requirements and applicable laws, some of which include: Discharge Monitoring Reports, all Final Effluent testing such as heavy metals, whole effluent toxicity etc., Land Application Reports and the Pretreatment Program.
- Assists overseeing purchasing procedures for the department.
- Assists in annual budget preparation and monitoring expenditures.
- Conducts plant inspections and monitors controls.
- Plans future operation and maintenance projects for the facility.
- Supervises staff and coordinates a wide variety of personnel matters.
- Directly supervises Management personnel and evaluates performances at the facility.
- Coordinates major projects to ensure work is completed safely, on time & within budget.
- Attends regulatory conferences at the state level.
- Assists the Maintenance Manager with maintenance schedules, projects, and planning.
Other Duties and Responsibilities - Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities - Extensive knowledge of wastewater treatment process.
- Missouri Class "A" wastewater certification or ability to obtain one within 6 months of employment.
- Ability to interpret and abide by federal, state and local laws.
- Ability to supervise and manage employees and ability to successfully and economically manage a high volume wastewater treatment plant.
- Skills in effective oral and written communications.
- Skills in public relations.
- Knowledge of hydraulics, electricity, mechanical and engineering principles, and general chemistry.
- Knowledge of general operation and maintenance of rolling stock and heavy equipment used in plant operations.
- Knowledge and experience in plant maintenance, including planning and executing projects, maintenance projections, and maintenance techniques and procedures.
- Valid driver's license required.
Material and Equipment Directly UsedUses a variety of office equipment including personal computer, telephone, 2-way radio, calculator, copier and other related office equipment.
Working Environment/Physical RequirementsWork is performed under a variety of conditions ranging from an indoor setting with a controlled environment to an outdoor setting with extreme weather conditions. Must be able to stand for long periods. Other physical activity includes bending.
EducationAssociate's degree in Civil Engineering or closely related field is required. Two to three years of experience in supervision and WWTP management required. A combination of formal education and work experience which provides the required knowledge, skills and abilities will be considered (relative work experience can be substituted for formal education).
