Overview The City of Louisville seeks an
Assistant City Engineer who will assist with direction, management, supervision, and coordination of the activities and operations of the Engineering Division within the Public Works Department including land development, traffic and transportation engineering, utility engineering, capital projects engineering and acts as project manager for major engineering design projects; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Public Works and Utilities and/or City Engineer. This position works under the administrative direction of the City Engineer.

Examples of Duties - Engineering Division including land development review, street/utility engineering, right of way permitting, traffic and transportation engineering activities, oversight of project manager's responsible for design and construction of all capital improvement projects. engineers; the City's storm water quality program (NPDES); and the City's Right-of-Way and construction inspection program.
- Create traffic engineering studies; investigate residential traffic complaints; construction plan review; traffic signal system oversight, monitoring and control; field engineering and inspection of signals and makes recommendations for traffic control devices and traffic calming.
- Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
- Plan, direct, coordinate, and review the work plan for engineering staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
- Select, train, motivate, and evaluate engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Participates in the development and administration of division's annual operational budget and capital program budget, funding requests and grant applications; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
- Participate in all activities related to development review; public improvement construction; utility, roadway and traffic engineering; and prepare/review improvement agreements; and ensure the overall quality of professional engineering staff.
- Leads the engineering team in plan review and the approval process for commercial and residential development in activities related to traffic studies, roadway design, water distribution, wastewater collection, storm water and signal networks.
- Plan and track annual CIP projects.
- Establish and maintain liaison with appropriate governmental agencies, private firms, organizations or individuals to assist in achieving City objectives and ensuring compliance with appropriate laws and technical standards affecting engineering activities; negotiate solutions to disputes between the City and developers or other parties.
- Serve as staff on a variety of committees; prepare and present staff reports and other necessary correspondence; make presentations to the City Council, Planning Commission and other groups as necessary.
- Provide responsible staff assistance to the department Director; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to engineering programs, policies, and procedures as appropriate.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields of transportation and land development engineering; incorporate new developments as appropriate.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- May act as Director of Public Works and/or City Engineer during absence.
- Perform related duties as required.
General Qualifications - A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
- Registered as a Professional Engineer (PE) in the State of Colorado, or the ability to obtain within 6 months if registered in another state.
- Requires at least seven (7) years of increasingly responsible professional civil and/or environmental engineering experience. Preferably at least (2) years under the employment of a municipal or state government or a closely related line of work,,
- Requires a minimum of three (3) years at the project management level and prefer a minimum of two (2) years of administrative and supervisory responsibility.
- Any equivalent combination of acceptable training, education, and experience may be considered, as deemed acceptable by the City of Louisville.

Additional Information PHYSICAL REQUIREMENTS OF THE JOB:
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
