GENERAL STATEMENT OF RESPONSIBILITIES
The Engineer in Training (EIT) plays a crucial role in supporting the City's infrastructure and public works initiatives by providing technical expertise and collaboration across departments and external stakeholders. This position ensures that development plans meet City regulations and standards, with responsibilities that include addressing construction challenges, floodplain and drainage issues, overseeing new development projects, and performing site inspections. The EIT will also assist in project management, estimating project costs, and setting bond amounts to protect the City from developers' defaults. Under the direct supervision of the City Engineer, the EIT will gain valuable hands-on experience in various engineering disciplines, contributing to the City's long-term goals while preparing for professional growth and advancement in their engineering career.
ESSENTIAL JOB FUNCTIONS
• Performs development plan review and site inspections of private projects and infrastructure systems for compliance with municipal regulations.
• Coordinates new development review and construction with existing and approved development standards, departmental maintenance activities, and other governmental agencies.
• Reviews and prepares recommendations for various project plans and documentation (site plans/plats, drainage calculations, architectural drawings, construction drawings, utility plans, street construction plans, grading permits, excavation permits, etc.).
• Responds to citizen/customer requests, providing information, researching problems, implementing solutions, etc.
• Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.
• Answers the telephone; provides information; returns calls as necessary.
• Prepares and/or generates routine correspondence, letters, memoranda, forms, reports and other documents via computer or tablet.
• Copies and distributes correspondence, letters, memoranda and other related materials.
• Uses knowledge of various software programs to operate a computer in an effective and efficient manner.
• Supervises and directs the work of the Associate Engineer to ensure efficient, accurate work completion.
• Directs and monitors the work of utility inspectors.
• Provides staff assistance to the City Engineer, preparing staff reports and other necessary documents, statistics, and figures.
• Attends professional training and industry meetings.
• Mentors and trains the Associate Engineer.
• Performs other duties as assigned.
Requirements
REQUIRED KNOWLEDGE
• Knowledge of Civil engineering principles and practices as applied to municipal public works, including planning and development, design and construction, and operation and maintenance.
• Knowledge and experience in the planning and development entitlement process.
• Working knowledge of modern office practices and procedures.
• Knowledge of and experience in municipal procedures relating to finance, personnel, purchasing, office operations, risk management and public relations.
• Knowledge of construction techniques in involving streets, sewers, etc.
• Knowledge and experience in executing operations management principles.
• Knowledge of the policies, procedures, and activities of relevant City and Public Works Department practices.
• Knowledge of Public Works Department and design/construction practices as necessary in the completion of daily responsibilities.
• Knowledge of the methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to a variety of public works projects.
• Knowledge of the principles and practices of management and supervision.
• Knowledge of GIS and CAD software.
REQUIRED SKILLS
- Interpersonal Relationships/Customer Service - Develops and maintains cooperative and professional relationships with contractors, employees, and the general public. Able to effectively handle routine inquiries and complaints from, or disputes with customers.
- Computer Skills - Utilizes a personal computer with word processing, spreadsheet, and related software.
- Equipment- This position requires the use of various office equipment including but not limited to a personal computer, telephone, facsimile machine, copy machine, postage machine, etc. It also requires the operation of various technical equipment and motorized equipment.
REQUIRED ABILITIES

• Ability to read and interpret simple plans and maps, including tax maps.
• Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the department.
• Ability to effectively communicate and interact with supervisors, members of the general public, and all other groups involved in the activities of the department.
EDUCATION AND EXPERIENCE
Bachelor's degree in civil engineering or related field required and have passed the Fundamentals of Engineering Examination. Must possess knowledge of construction, stormwater drainage, roadway construction, estimating, and development plans review; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Valid Tennessee Driver's license.
PHYSICAL REQUIREMENTS
While performing this job, the employee is occasionally required to sit and frequently talk or hear. The employee is frequently required to walk, stand, with occasional climbing, balancing, stooping. The employee must also frequently use hands to operate, finger, handle, or feel objects, tools or controls, and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is mostly performed indoors in a comfortable, climate-controlled office environment. However, this employee will also frequently work in the field, which may include inclement weather conditions. The noise level is moderate to high with a fast-paced schedule that requires interaction with the general public, elected officials, and other department heads.
