DescriptionThe purpose of this classification is to provide professional and technical advice and recommendations to the Mayor and/or the City Council. Reviews and assures that subdivision construction plans comply with City standards and specifications. Communicates with City, County, State and Federal agencies. Consults and directs with consulting firms in development of capital projects plans.The ideal candidate will have wide-ranging experience in municipal projects such as streets, sidewalks, bicycle facilities, traffic studies, stormwater management, subdivisions, and commercial development with some working knowledge of water distribution and waste water collections. The ideal candidate brings a combination of public and private sector experience and enjoys working on a wide variety of projects, and can easily connect the dots and understand how the various pieces of the projects fit together. The City Engineer shall communicate with City, County, State and Federal agencies; and consult and direct with consulting firms in development of capital projects plans. Preferred candidates will have at least three (3) years previous experience working as a Professional Engineer.
Essential Functions - Provides expertise in Engineering matters for the Mayor, City Council members, Director of City Development, Public Works Director, Planning Commission, Public Works Committee, local/state/federal government officials, and other officials as needed to review engineering-related activities, provides technical expertise and recommendations, resolves problems, and receives advice/direction; consults with City Attorney regarding legal issues.
- Provides expertise in Engineering matters related to capital improvement projects and key engineering functions including infrastructure engineering, transportation engineering, construction management, and development review. Effective capital Improvement project management may include the planning, design review, construction inspection of streets, sidewalks, drainage structures, transportation facilities and other public works. Prepares and oversees the preparation of engineering designs, specifications and cost estimates for a wide variety of capital improvement projects. Seals plans for public works improvements. Acts as lead designer for in-house construction drawings. Ensures effective coordination with the other Departments such as Community Development and Public Works.
- Consults with assigned staff to review work requirements, provide status, and resolve problems as needed. Assigns work; assists with complex or problematic situations; provides direction, advice, and technical expertise.
- Communicates with other City employees, other departments, board/commission members, contractors, developers, architects, engineers, vendors/sales representatives, outside agencies, officials, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
- Reviews engineering, capital improvement plans, and project documents. Oversees the development of infrastructure improvement project cost estimates; bid documents, and recommends project awards; organizes and prioritizes engineering projects; acts as technical expert on the city's contracts with architects and engineers; coordinates engineering and/or capital improvement projects with other departments, contractors, state/federal agencies, or others as needed.
- Reviews plans and specifications of all city infrastructure engineering, transportation engineering, construction management, and development improvement projects to ensure code and ordinance compliance; ensures that city infrastructure improvement projects are constructed according to plans and specifications.
- Reviews subdivision plats and regulations; reviews commercial site plans; approves and accepts new city streets and storm water systems.
- Provides guidance for developers and city officials on drainage ordinances, storm sewer extensions, code and ordinance compliance, and related issues; serves as Flood Plain Manager to ensure National Flood Insurance Program compliance.
- Acts as the city's representative in matters associated with the Corps of Engineers, the State Building Commission, ADEM, FEMA, Baldwin County Emergency Management Agency, Baldwin County Commission, Alabama State E.M.A., and/or other agencies as required.
- Acts as the city's representative concerning federal/state grant and loan programs; applies for grants and insures compliance with grant requirements.
- Researches and designs special studies and coordinates special projects as directed by the Mayor and City Council.
- Assists with public complaints, or emergency situations; directs /problems to appropriate division; resolves complaints related to engineering matters.
- Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or retains records as appropriate.
- Prepares or reviews various forms, correspondence, reports, budget proposals, work orders, cost estimates, specifications, bid documents, studies, analyses, press releases, and other documents.
- Receives various forms, reports, cost estimates, construction estimates, specifications, inspection reports, budget reports, legal opinions, engineering plans, architectural drawings, manuals, code books, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Operates a motor vehicle, handheld GPS, two-way radio, personal computer, general office equipment, digital camera, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e-mail, Internet, or other computer applications.
- Monitors inventory of department equipment and supplies.
- Attends meetings, hearings, and community events; serves on committees as needed; makes speeches or presentations.
- Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities: - Comprehensive knowledge of modern practices, techniques, methods, procedures, and principles of engineering.
- Ability to manage people; resolve technical issues; and communicate effectively both orally and in writing.
- Ability to prepare technical reports, estimates, and construction plans.
- Ability to review construction and subdivision plans for compliance with City ordinance and enforces requirements as required.
- Ability to manage a capital improvements program for the City and to coordinate projects with various stakeholders to include: consultants, federal/state/local officials, contractors, other City employees, and the general public.
Minimum QualificationsEducation and Experience: Bachelor's degree in Civil Engineering or closely related field; supplemented by six (6) years previous experience and/or training that includes public works administration, project management, civil engineering, fleet management, budget administration, personnel management; state or local government experience is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses or Certifications: Valid State of Alabama driver's license;
Active State of Alabama Professional Engineer license. Additional InformationPHYSICAL DEMANDS: The work is moderate work which requires exerting up to 20 pounds of force. Work requires require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight. Some tasks require the ability to perceive and discriminate colors or shades of colors, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT: Work is performed in office and outdoor environments. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, or traffic hazards.
