SUMMARYResponsible professional and administrative work leading and managing the Traffic Engineering Division. This professional position will provide technical oversight and management of the County's traffic administrative, operational, and capital programs. It is responsible for implementation of projects, development of the required reports and databases, and is also responsible for the coordination and review of the transportation model used in the development of the Martin Metropolitan Planning Organization's Long-Range Transportation Plans.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES(Note: The listed duties are illustrative only and are not intended to describe each and every function, which may be performed in the job class. Responsible for the development, management, implementation, and control of current Traffic Engineering Divisions budgets; ensures all functions and programs within the division operate and perform within established budgetary parameters to include monitoring expenditures and ensuring sound fiscal control.
Responsible for ensuring appropriate technology, personnel, and equipment is used in the safe and adequate maintenance of assets and data collection.
Responsible for maintaining the various databases that retain crash records, traffic volumes, and traffic asset inventory and management.
Responsible for analyzing the data and developing and preparing the reports that document crash patterns and suggested improvements, roadway capacity and level of service, and costs associated with maintaining traffic assets.
Responsible for the transportation concurrency and the review of traffic impact analyses submitted with development review applications, such as Master and Final Site Plans and amendments to the future Land Use designation. Supports the Development Review Team in analysis of private development and their impact on the County Road system.
Responsible for responding to public and Commission inquiries requesting information related to the crash records, the traffic volumes and level of service, the asset inventory and management, installation of traffic calming features, traffic control devices, sight distance obstructions, or other requests which may or may not be in the form of a Board of County Commissioners Agenda Item.
Plans, directs, supervises, and evaluates the work of personnel in the Division.
Performs field visits and makes field measurements, as necessary.
Provides technical support in the design and management of the multimodal transportation network including, but not limited to, roadways, traffic signals, turn lanes, street signage, pavement markings, sidewalks, bikeways, greenways, and multi-use facilities.
Develops, recommends, and implements a Traffic Calming / Safety program and reviews proposed projects for traffic safety and related concerns.
Develops, recommends, and implements a Pavement Marking program and reviews proposed projects for traffic safety and related concerns.
Monitors construction schedules for expenditures and timeliness and compliance with capital projects budget.
Monitors the work of departmental staff and outside contractors as they make progress on capital projects.
Adjusts the projects as needed in order to respond to unseen forces or unanticipated activities that may affect a project.
Provide recommendations and draft policies in relation to updating the County Code and the County's Comprehensive Plan.
Provide detailed analysis to the County Attorney's Office on litigation issues involving roadway safety design.
Provide traffic engineering and transportation guidance, coordinating with internal and external stakeholders.
Assures compliance with local, state, and federal permitting requirements.
Develops and implements special projects as assigned.
Responsible for continually monitoring the transportation system and identifying transportation improvement needs to ensure the transportation improvement projects are compatible with the development and vision of the County.
Analyzes data, referencing applicable standards.
Performs work related to this job description as required.

Ability to prepare contract specifications and bid documents for traffic projects.
Ability to prioritize data collection that maximizes efficiency for Martin County.
Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies.
Ability to plan, schedule, and supervise the work of others.
Ability to review and recommend approval of reports prepared by others.
Ability to present ideas and design proposals graphically, verbally, and in writing to County staff, other governmental agencies, and the public.
Ability to learn and understand technical and proprietary software affiliated with various databases and to develop and document procedures for implementing the software.
Ability to understand oral and written instructions, maintain good working relationships, and exercise initiative and sound judgment in making decisions.
EDUCATION AND EXPERIENCEGraduation from an accredited college or university with a Bachelor's Degree in Civil Engineering and six (6) years of experience of managing traffic engineering operations and/or capital projects, including two (2) years in a supervisory capacity.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Florida Driver's License
Current registration as a Professional Engineer in the State of Florida is preferred. Registration as a Professional Engineer in another state will be considered provided the applicant can obtain Florida registration through reciprocity within six months of hire.
Must possess an International Municipal Signal Association (IMSA) Signing and Marking Level II and the ability to obtain a Level III IMSA Certification for Signing and Marking within twelve (12) months of hire.
Must possess a Florida Department of Transportation (FDOT) Advanced Work Zone Traffic Control certification within twelve (12) months of hire.
