General DescriptionThe Utility Engineer I/II is responsible for the design, review and oversight of the projects associated with water, wastewater, and reclaimed utility systems infrastructure improvement, operation, and preventative maintenance of the Public Works & Utilities Department for the City of Casselberry. The Utility Engineer I/II exercises considerable discretion for independent decisions based on technical and/or professional knowledge.
Hiring Range:
Utility Engineer I - $70,144 - $87,680
Utility Engineer II - $80,475 - $100,594Examples of Essential Functions ESSENTIAL DUTIES AND RESPONSIBILITIES:Provides design, review and oversight of projects associated with the improvement, operation, and preventative maintenance of water, wastewater, and reclaimed systems. (95%)
- Partners with the Utility Divisions Director in the development, planning, and project design details to ensure complete engineering plans for assigned rehabilitation, infrastructure design and/or preventative maintenance projects.
- Conducts technical research related to water, wastewater, and reclaimed water.
- Designs work that may include but is not limited to: pipe layout (gravity and pressure); grading; manholes, inlets, outfalls, valves, and other structures and fittings; hydraulic and hydrologic modeling; retention facilities; water and wastewater plant upgrades; and selection and specification of optimal pipe rehabilitation methods.
- Prepares documents necessary for permitting of projects and submits to appropriate agencies for approval.
- Completes project reviews and markups.
- Assists with the review and verification of as-built data.
- Conducts analysis of water production, distribution, and collection data.
- Assists in the selection of consultants and/or contractors for the plan design and/or work performed with direct oversight of the respective project, including budget management and goal/objective attainment.
- Prepares, submits, and participates in regulatory audits and reports to ensure ongoing compliance, such as Water Audit and Sanitary Survey.
- Assists the Utility Divisions Director in the development of the five (5) year Capital Improvement Programs for assigned divisions, which includes equipment, vehicles, and project initiatives.
- Conducts technical research to ensure safety, design and regulatory compliance of water, wastewater and reclaimed systems for the City.
- Employs value engineering principles and evaluates alternatives on a feasibility, sustainability, and lifecycle cost-benefit basis.
- Prepares detailed cost estimates for utility related projects.
- Assists with asset management, development review, public education, public presentations, public events, grant preparation, file management, and GIS/data integration.
- Attends, participates and develops and or presents presentations in the various applicable City and Statewide boards/committees, as required.
- Maintains effective public relations with the general public.
Additional Duties and Responsibilities (5%)
- Recommends, forecasts, and implements the fiscal budget process of assigned division(s) for upcoming year(s). Monitors budget, investigates variances and reports on findings to supervisor.
- Attends conferences and meetings to keep abreast of current trends in the field; represents the Public Works & Utilities Department in a variety of local, county, state and other meetings.
- Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
- Follows safe working practices and has a working knowledge of safety practices and procedures.
- Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by City Manager, Department Director or their designee.
- Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
- Participates in department meetings, staff meetings and other related activities.
- Maintains, preserves, retains and disposes of public records according to FS Chapter 119.
Emergency Management Role
- Participates as a member of the City staff as required to take action in the event of an emergency.
- Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works & Utilities Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works & Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

A. Education and Training: A Bachelor's Degree (B.A./B.S.) in Environmental Engineering, Civil Engineering, or closely related Engineering field from an ABET accredited program is required.
B. Experience:
• Utility Engineer I - A minimum of one (1) years' experience in water, wastewater, and/or reclaimed utilities infrastructure, operations and preventative maintenance or related field, is preferred.
• Utility Engineer II - A minimum of two (2) years' experience in water, wastewater, and/or reclaimed utilities infrastructure, operations and preventative maintenance or related field, is required.
C. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license.
• Utility Engineer I - A State of Florida Professional Engineer Intern (EI) certification is required.
• Utility Engineer II - A State of Florida Professional Engineer Intern (EI) certification AND passing the Principles & Practice of Engineering (PE) exam is required.
D. Security Clearance: Florida Department of Law Enforcement background clearance.
E. Knowledge, Skills and Abilities:
• Knowledge (intermediate level) of engineering standards, principles, practices, and mathematics.
