Under the direction of the Director of Transportation & Transit, the purpose of this position is to administer responsible professional, technical, and administrative work for the Transportation/Traffic Operations program. The employee in this classification is responsible for ensuring adherence to, and compliance with, all applicable County, State, and Federal codes and regulatory requirements applicable to the work.

We are seeking a dynamic and experienced Senior Transportation Systems Management & Operations Engineer to spearhead our efforts in revolutionizing transportation in Osceola County. Under the direction of the Executive Director of Transportation & Transit, this role is integral to our mission, focusing on a blend of Intelligent Transportation Systems (ITS), signal retiming, advanced traffic operations design and studies, with a forward-thinking approach towards Integrated Corridor Management (ICM) programs and Connected Vehicles (CV)/Automated Vehicles (AV). The successful candidate will oversee all aspects of transportation systems management, from planning and design to building, inspecting, and integrating ITS networks and expanding multimodal alternative and mobility services. Envisioned outcomes include effectively monitoring and managing traffic flow, reducing travel times and congestion, providing alternate routes to travelers, minimizing the number of accidents, improving emergency response times, increasing productivity and return on investment, and ultimately saving lives. - Leads the planning, design, and implementation of cutting-edge transportation systems management strategies, incorporating ITS, signal retiming, and advanced traffic operations design and studies.
- Oversees the development and implementation of Integrated Corridor Management (ICM) programs and Connected Vehicles (CV)/Automated Vehicles (AV) initiatives, shaping the future of transportation in Osceola County.
- Designs and integrate complex ITS networks, leveraging emerging technologies to enhance traffic management capabilities.
- Establishes work priorities for traffic engineering projects.
- Conducts comprehensive traffic studies and analyses to inform transportation planning and decision-making.
- Manages the review and approval of Traffic Impact Analysis (TIA) methodologies and final reports prepared by private developments within the County.
- Develops and update policies for installation, operation, and maintenance of traffic control devices for the County roadway network.
- Establishes and update County policies and procedures including, but not limited to, golf cart and scooter policies.
- Supports Community Development and Transportation Engineering with review of access management issues, site plans, project traffic analysis reports (PTAR) for roadway projects, temporary traffic control plans, typical sections, and roadway classification questions.
- Provides oversight for the County's Traffic Management Center and ATMS activities.
- Manages the investigation and response to complaints regarding congestion problems, malfunctions of traffic signals, safety hazards, and other issues as required by citizens, officials, other County departments, and other agencies.
- Manages the County Annual Traffic Count program, the collection of existing traffic data, and the production of traffic operations and safety studies to determine the posted speeds, safety measures, need for traffic control devices, and maintenance of traffic networks for the County roadway system.
- Manages and review designs for ITS networks, traffic signals, intersection geometry, signing and pavement markings, temporary traffic control plans, signal system timings, and other traffic management-related improvements prepared by other departments, agencies, developers, contractors, and consultants.
- Manages construction and professional services contracts for the design and construction of ITS networks, traffic signals, intersection safety and/or capacity improvements, and other traffic management-related projects.
- Prepares, monitors, and control the Division's budget for all operations in the Traffic Engineering Division.
- Serves on County or inter-governmental boards as necessary.
- Interacts with law enforcement agencies and other governmental bodies as necessary.
- Provides oversight and guidance to a team of engineers and technicians, ensuring the successful execution of transportation projects.
- Initiates and effectively recommend, for final approval by the Department Director, hiring, termination, performance evaluations, disciplinary and/or commendatory actions for assigned personnel.
- Collaborates with internal and external stakeholders to develop innovative solutions to transportation challenges and implement forward-thinking strategies.
- Stays ahead of emerging trends and technologies in transportation systems management and operations, driving Osceola County to be at the forefront of transportation innovation.

Minimum QualificationsEducation: Bachelor's Degree in Engineering, Transportation Engineering, or a related field.
Experience: Six (6) years of traffic engineering experience to include two (2) years of responsible supervisory experience with a governmental agency or competent traffic engineering consulting firm.
Professional Engineer (PE) license in the state of Florida, or the ability to obtain licensure within six months of hire.
Preferred Qualifications: Master's degree in Civil Engineering, Transportation Engineering, or a related field. Experience in Connected Vehicles (CV)/Automated Vehicles (AV) initiatives.
Miscellaneous: Must possess and maintain a valid Florida Driver's license.
Knowledge, Skills and Abilities - Extensive knowledge of the principles and practices of traffic engineering.
- Extensive knowledge of design practices and standards for the design of signals and signal systems, intersections, signing and pavement markings, maintenance of traffic during construction, accident analysis, and highway safety studies, capacity analysis, and traffic operations studies.
- Extensive knowledge of the national and state transportation standards, AASHTO, MUTCD, and ITE guidelines.
- Knowledge of traffic forecasting and modeling.
- Excellent communication and interpersonal skills, with a collaborative approach to working with internal and external stakeholders.
- Strong project management skills with the ability to organize, plan, schedule projects, make decisions and negotiate.
- Ability to interpret and implement policies and procedures.

Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.
State-of-the-Art Employee Wellness Center: The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
- Employees who are enrolled on the County's Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.
Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee's annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.
Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.
