General Description of Duties**Position subject to close at any time** NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAY GRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED.
Under supervision, the purpose of the position is to provide highly specialized coordination of all aspects of incoming project reviews. Employees participate in the DRC process within the Development Review Department in coordination with other departments, including representation of DRC, PC, and BCC levels. Development Coordinator II acts in a quasi-supervisory role to provide back up support for the Senior Development Coordinator for training and assigning workloads. This position assists in the coordination of the DRC agenda, analyzes, and interprets development plans and Plats, and makes appropriate recommendations following LDC, Municipal, County, and State Development policies and regulations (Planning, Zoning, Environmental, and Engineering), and coordinates and processes all related Development Sureties (bonds, letters of credit, cash escrow) related to development applications, from initial submittal through release. Assists the department in achieving its mission and vision statements.

- Coordinates the assignment of workloads as instructed by the Senior Development Coordinator.
- Acts as a back-up and support to the Senior Development Coordinator.
- Coordinates projects in the review process to ensure compliance with LDC as determined by the Senior Development Coordinator and to communicate with applicants upon completion.
- Evaluates office procedures, schedules, and workflow, and recommends policies and procedures to improve efficiency and effectiveness of development operations; assists with specialized projects to support administrative processes of the department.
- Coordinates with other divisions and fields of expertise during the review process and makes suggestions to conform to the Osceola County LDC. Provides information as requested to Director and Senior Coordinator.
- Administers complete review process and coordinates with the County Surveyor, consultants, surveyors, and developers in a timely manner, as assigned.
- Provides plat review and compliance with Chapter 177, Florida Statutes.
- Coordinates handling/administering of the County Benchmark Program.
- Reviews and makes decisions regarding lot splits and lot configurations.
- Reviews legal descriptions and instruments for plats, deeds, and easements for dedications.
- Coordinates review and approval of building applications when dealing with the right-of-way, footprint location, set-backs, and other related established conditions.
- Review Development Surety documents to ensure compliance with LDC.
- Coordinates Development Bonds (Performance and Maintenance Bonds) and escrow agreements with applicants, office clerk, and county attorney's office.
- Prepares all documents and letters related to review, processing, approval, and release of development Sureties.
- Participates in inspections and close out of projects to ensure that the proper sureties are in place.
- Maintains and organizes all project files related to Development Sureties.
- Participates in pre-application meetings and any other related meetings as assigned by the manager.
- Cooperates with Engineering & Public Works and Zoning Staff during changes to processes.
- Researches and prepares cases of site plan violations and represents written agendas to the BOCC and PC.
- Works to create community and interdepartmental partnerships.
- Confers with applicants and assists in determining eligibility. Schedules and carries out required applicant counseling sessions.
- Acts as a liaison to the Inspection Team
- Coordinates and attends Pre-Construction meetings, on an advisory level, with the Construction inspection staff.
- May process applications, permits, and ordinance revisions associated with the LDC.
- Reviews and processes Task Authorizations and associated documentation for continuing services with consultants.
- Performs other related work as required.
Minimum Qualifications Education: Bachelor's Degree in Planning, Engineering, or Public Administration or a related field;
Experience: Six (6) years of administrative, professional, and technical experience in Engineering, Planning, or Zoning fields related to administration and the review process; or thirteen (13) years of relevant experience.
Miscellaneous: Must possess and maintain a valid Florida Driver's License.
Knowledge, Skills and Abilities - Advanced knowledge of the principles and practices of Civil Engineering, Planning, Zoning, and surveying.
- Familiar with the County development review process.
- Thorough knowledge of pre-established local, state, and federal policies, procedures, and regulatory requirements applicable to the work.
- Advanced knowledge of other agency requirements (FDOT, South Florida Water Management District (SFWMD), City of Kissimmee, and City of St. Cloud.
- Knowledge of Chapter 177, Florida Statutes, and other applicable surveying requirements of platting.
- Ability to effectively communicate both orally and in writing and the use of presentation techniques.
- Must be able to independently lead the project to a successful completion.
- Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials, and the general public; skill in the principles and techniques of customer service.

Medical Health Reimbursement Account (HRA): The County contributes $500 per employee or $1,000 for employee plus dependents, for medical and prescription-related expenses.
State-of-the-Art Employee Wellness Center: The County provides a private health center for County Employees and eligible dependents. The Employee Wellness Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Wellness Center are offered at no cost to the employees and their eligible dependents.
- Employees who are enrolled on the County's Medical plan have access to the Employee Wellness Center on day one of employment. The Wellness Center is available to patients 8 years of age and older.
Basic Life Insurance Policy: At no cost to the employee, equal to one time the employee's annual salary, rounded to the next thousand dollars. Employees can opt to buy additional Life Insurance.
Short-Term and Long-Term Disability: At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.
