Job SummaryGENERAL DESCRIPTION:Responsible for the development, planning and implementation of the County's Capital Improvement Program in coordination with the County Engineer. Oversees and directs the work of a team of project managers, technical and non-technical staff.
Essential Job Functions ESSENTIAL JOB FUNCTION: Assist the County Engineer and or the Public Work Director in the development, planning, implementation and monitoring of the County's Capital Improvement Program.
Lead in providing updates of the Capital Improvement Plan and the project budgets.
Supervise and be responsible for planning, coordinating and approving the work of project managers, technical and non- technical staff.
Responsible for all aspects associated with the planning, design, permitting construction and post construction of capital projects.
Coordinate work with municipalities and other governmental agencies.
Coordinate the engineering aspects of the County Municipal Services Benefit Unit (MSBU) program with County officials and the general public.
Serve as a professional consultant in matters pertaining to the area of assignment.
Prepare reports and recommendations for the consideration of County staff, boards and committees.
Work collaboratively with County officials, design professionals, contractors, stakeholders, utility representatives, the general public, and other permitting agencies.
Conduct or coordinate special engineering studies. Signs and seals documents, e.g. plans, specifications, costs estimates, etc. as needed.
Assist and trains other County staff, as required.
Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of: Thorough knowledge of the principles and practices of civil engineering. Knowledge of the principles of supervision, organization and administration.
Local agency, roadway, and drainage design standards.
Construction procedures for site work, roadway construction, drainage systems, utility work, signalization, signing, striping, maintenance of traffic, materials sampling and testing procedures.
State, local and federal engineering standards, such as the Florida Department of Transportation standards and specifications.
Ability to: Plan and direct the work of professional engineers, project managers and technicians in a manner conducive to effective performance.
Provide professional and technical review to a wide variety and large volume of engineering plans, specifications or related documents.
Establish and maintain effective working relationships with consultants, and agencies.
Review and recommend approval of plans and specifications prepared by others.
Estimate quantities and costs for construction of proposed projects.
Communicate concisely, orally and in writing.
Skills: Skills in engineering design, contract administration and project management techniques, including planning strategies to maintain project schedules and identify critical paths.

SAFETY EQUIPMENT USED OR NEEDED: Possible safety equipment, i.e.: a hard hat and safety vest etc., while inspecting County projects.

QualificationsMINIMUM QUALIFICATIONS:EDUCATION: Graduation from an accredited four-year college or university with a Bachelor's Degree in Civil Engineering.
EXPERIENCE: Ten (10) years of progressive experience in all aspects of civil engineering including five (5) years' experience in the supervisory aspects of the work.
NOTE: An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.
Licenses, Certifications, or Registrations: Valid Florida'sDriver's License and must maintain a good driving record. Must be a Registered Professional Engineer in the State of Florida or the ability to obtain within one (1) year through reciprocity.
