Essential Duties:- Analyze and Evaluate: Assess complex transportation-related policies, programs, and data supporting federal, state, and local programs.
- Represent the Agency: Serve on technical planning policy-related committees and coordinate transportation planning, studies, and policy issues with federal, state, and local partners.
- Lead Transportation Studies: Conduct various transportation studies, including environmental assessments, feasibility studies, station location analysis, and regional transportation studies.
- Prepare Grant Applications: Develop federal, state, and local grant funding applications.
- Manage TOD Strategies: Implement and oversee Transit Oriented Development (TOD) and land use strategies.
- Supervise Consultant Contracts: Manage consultant contracts for various studies and projects, including scope preparation, fee analysis, consultant selection, and management.
- Develop and Implement Policy: Create, interpret, coordinate, and implement urban transit or transportation policy monitoring and planning work, including complex written documents and reports.
- Prepare Plans and Projections: Forecast future transit, transportation, economic, financial, and demographic conditions and trends.
- Support Technical Committees: Assist the agency's technical planning sub-committees, including representatives from county transit operators, Metropolitan Planning Organizations (MPOs), Florida Department of Transportation (FDOT) districts, and others.
Additional Responsibilities:- Develop Graphic Materials: Create maps, charts, and other graphic materials to illustrate plans or reports.
- Prepare Correspondence: Draft and review responses to public and other agency inquiries.
- Identify Board Agenda Items: Assist in identifying Board Agenda items and ensure timely preparation of agendas, packages, minutes, and correspondence.
Knowledge of:- Transportation Planning Principles: Understand the principles, practices, procedures, and information sources of transportation planning.
- Socioeconomic and Environmental Concepts: Comprehend socioeconomic, land use, development, environmental, and demographic concepts and their impact on travel behavior and transportation demand.
- Laws and Regulations: Know federal, state, and local laws and regulations governing transit and transportation programs, particularly funding programs.
- TOD Policy and Initiatives: Be familiar with Regional Transit Oriented Development (TOD) policy, guidelines, and initiatives.
- Transportation Policies and Procedures: Understand the policies and procedures of the Federal Transit Administration (FTA), Federal Highway Administration (FHWA), Federal Railroad Administration (FRA), and Florida Department of Transportation (FDOT).
- Environmental Processes: Have knowledge of the National Environmental Protection Act (NEPA) and Project Development & Environment (PD&E) process.
- Project Management: Apply project management techniques and methods.
- Math and Statistical Analysis: Utilize math concepts and statistical analysis techniques in projects and complex funding programs.
Skills in:- Policy and Program Analysis: Analyze and evaluate complex transportation-related policies, programs, and data to support federal, state, and local initiatives.
- Coordination: Coordinate transportation planning studies and policy issues with federal, state, and local partners, representing the agency on technical planning committees.
- Leading Studies: Lead various transportation studies, including environmental assessments, feasibility studies, station location analysis, and regional transportation studies, with experience in land use and TOD policy initiatives.
- Grant Applications: Prepare grant funding applications for federal, state, and local programs, leveraging experience in managing projects and understanding funding mechanisms.
- TOD Management: Manage Transit Oriented Development (TOD) and land use implementation strategies, backed by specific experience in these areas.
- Consultant Supervision: Supervise consultant contracts, including scope preparation, fee analysis, and consultant management, necessitating supervisory or project management experience.
- Policy Development: Develop, interpret, coordinate, and implement urban transit or transportation policy and planning work, including complex written documents and reports, based on extensive experience in transportation planning.
- Forecasting: Prepare plans and projections of future transit, transportation, economic, financial, and demographic conditions and trends, requiring strong analytical skills and knowledge of transportation planning principles.
- Supporting Committees: Support technical planning sub-committees involving regional transit and transportation entities, which involves excellent communication and coordination skills.
Ability to:- Learn Transit Services: Understand SFRTA transit services, including current/planned on-demand and micro-transit services and system expansion plans.
- Manage Projects: Manage and prioritize multiple planning projects.
- Develop Plans: Develop short- and long-range plans for the agency.

Education:- Bachelor's Degree from an accredited institution in Urban Planning, Transportation Planning, Civil Engineering, Public Administration, or a related field.
Experience:- Transportation Planning Experience: Three (3) years of verifiable progressively responsible experience in transportation planning, with at least one (1) year in a supervisory or project management role, plus
- Land Use and TOD Policy: One (1) year of verifiable experience in land use and Transit Oriented Development (TOD) policy initiatives.
Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job may be substituted.
Education:- Master's Degree in a related field.
Experience:- Extensive Transportation Planning Experience: Five (5) years of progressively responsible experience in transportation planning, with at least three (3) years in a supervisory or project management role.
- Advanced Land Use and TOD Policy Experience: Three (3) years of experience in land use and Transit Oriented Development (TOD) policy initiatives.
OTHER:- Valid Driver's License: Hold a valid State of Florida Driver's License. Note that a valid Florida Driver's License is not a condition for employment for non-driver positions; however, participation in specific agency programs may require a valid driver's license.
