What you will do at Harris County Precinct 4: Are you looking for a change of pace in your career? Do you want to take an active role in providing safe and effective infrastructure for all roadway users? Harris County Precinct 4 is seeking a talented and enthusiastic Manager within our Engineering and Construction team. In this diverse and fast paced role, you will work closely with the Director in bringing the Precinct's capital construction projects to life.
The ideal candidate will have strong project management skills and will provide senior level oversight on the capital construction program on a day-to-day basis. Working with a team of project managers, your experience in the horizontal and/or vertical construction fields will provide guidance in resolving project issues and driving projects to completing. You will also work closely in developing policies shaping future infrastructure investments by the Precinct and provide your expertise in development of grant applications.
Areas of competency include, but are not limited to, horizontal and/or vertical infrastructure design and construction, project management, project finance, and engaging constituents, stakeholders and other members of the public.
Job Duties and Responsibilities:The duties listed below are intended only as illustrations of the various types of work that may be performed.
- Provide leadership and mentorship to a team of up to five (5) Project Managers, each of whom actively manage between eight (8) and twelve (12) projects at a given time. Assess requirements for continuing education within the group.
- Develop baseline projects scopes, in conjunction with the internal Infrastructure Services and Planning teams, along with senior Precinct 4 management, to establish project scopes and success factors guiding project managers and other stakeholders in delivering their assigned projects.
- Management review and approval of Project Charters developed by Harris County Engineering, for assigned projects in conjunction with Precinct 4 Planning and Operations teams.
- Develop KPIs and other reporting metrics for the Project Management team to assess performance and identify areas for improvement.
- Compile and validate financial documentation and updates, work with Precinct 4 Finance team to determine project cash flows on a current and pro forma basis.
- Provide periodic reporting and updates to senior Precinct 4 Infrastructure staff on the progression of projects through their lifecycle.
- Work closely with Harris County Engineering senior management to review the health of projects currently under their purview, assess statistics relating to project budget and schedule adherence, and collaboratively develop solutions to bring slipping projects back on budget and schedule.
- Provide guidance to Project Managers in the resolution of design and construction issues, engage senior management and other internal resources as required to provide feedback and guidance in the development of solutions.
- Communicate with constituents and other members of the public to resolve complaints and issues resulting from construction projects.
- Work with the Precinct's Community Assistance Department in developing responses to constituent inquiries related to roadways, bridges, traffic operations, drainage, and other infrastructure. Meet with constituents and other governmental entities, such as MUDs, Utility Districts, HOAs and other municipalities, to help resolve issues raised.
- Working in conjunction with Precinct 4's Planning, Parks, and Finance teams, develop, implement, and maintain a Precinct-wide Capital Plan for horizontal and vertical infrastructure.
- Support the Precinct's Innovations and Grants team in identifying potential projects to be funded through grants and/or earmarks, lead other team members in preparation technical information to be included with application documentation.
- Support the Precinct's Policy team in developing Infrastructure related public policy, in conjunction with other County offices and stakeholders.
- Work with other County departments and external entities in the preparation of various documentation and reports in support of various grant programs.
- Represent the Director at various meetings, both with internal County groups or departments and outside organizations, on an as-needed basis.
- Perform other duties and take on responsibilities that may be added or revised.

RequirementsEducation:- Bachelor of Science in Civil Engineering or related field from an ABET accredited college or university
Experience:- Eight (8) years of experience in the design and/or construction of roadways, bridges, drainage infrastructure and/or related infrastructure.
- Experience in managing capital projects of at least $25 million in construction value in the Project Manager or Deputy Project Manager roles.
Licensure:- Professional Engineer (PE) licensure in the state of Texas or the ability to obtain licensure within six (6) months of hire.
- Valid Texas driver's license upon hire and a good driving record.
Knowledge, Skills and Abilities:- Understanding the full project life cycle from inception through construction.
- In depth knowledge and comprehension of industry standard Project Management processes and procedures with experience in its practical application.
- Exceptional written and verbal communication skills, including the ability to mediate between parties with differing or contradictory opinions on achieving a resolution.
- Able to effectively communicate technical concepts and issues to non-technical individuals.
- Ability to communicate with constituents and other members of the public, resolve issues in an effective and empathic manner.
- Self-motivated with the capacity to work independently and/or with limited supervision.
- Possesses excellent organizational skills and can manage multiple tasks at the same time.
- Adept in working with changing priorities.
- Proficient in Microsoft Office applications and Bluebeam Revu software.

- Existing established relationships with the Harris County Flood Control District (HCFCD), Harris County Engineering Department (HCED), United States Army Corps of Engineers (USACE), City of Houston, other relevant governmental agencies and regulatory authorities, and the consulting engineering industry (preferred).
- Knowledge of Primavera P6 software utilized in project management and capital planning activities (preferred).
Certification:- Envision Sustainability Professional (ENV SP) certification (preferred).
- Certified Floodplain Manager (CFM) certification (preferred).
General InformationPosition Type, Salary and Typical Hours of Work:- Regular | Full-time (40 hours per week), Monday through Friday, 8:00 AM to 5:00 PM.
- Hours may vary based on business needs, including attendance at public meetings and other industry events outside of normal working hours.

Work Environment and Physical Demands:- This job operates primarily in an office setting, however field visits to active and non-active construction sites, as well as various public facilities, are to be expected on a periodic basis.
- This job requires regular travel within the limits of Harris County, either within personal or County owned vehicles.
- The successful candidate may be required to work out of multiple Precinct 4 offices, depending upon space availability and work requirements.
- Depending upon project needs, the ability exists to work from home up to two days per week subject to approval of senior management.
- Potential physical demands of this role include sitting for extended period of times, walking in an outdoor setting for a distance greater than one (1) mile on potentially uneven surfaces, standing for extended periods of time on indoor and outdoor surfaces, and driving a vehicle through varying traffic conditions for extended periods of times.
- During emergency situations, physical demands may also include the ability to work in inclement weather and lifting and/or moving objects up to twenty (20) pounds in weight.
