One of the main goals of the department and the city's Strategic Transportation Plan is to cultivate an Atlanta that is less dependent on personal vehicle trips. A key pillar of this strategic goal to create an environment that supports a multimodal transportation system that is efficient, sustainable, and provides safe options for all users.
Improving transit and the transit rider experience are key goals of ATLDOT. The department is currently coordinating a $2.7B capital program called More MARTA with our regional transit system provider that's focused on expanding the quality and frequency of transit service within the City of Atlanta. ATLDOT is passionate about leveraging it's right of way to enhance transit including plans for dedicated bus lanes, transit signal priority, improved pedestrian and micromobility conditions and expansion of bus stop amenities.
The Assistant Director of Transportation Network Planning will lead ATLDOT's effort to define and cultivate ways to improve transit and the transit rider experience. This role manages planning, internal policy making, and inter-agency coordination around the use of the City's right of way. The Assistant Director of Transportation Network Planning will be the key point of contact representing the ATLDOT and its interests in coordinating all relevant aspects of transit services between the City and MARTA, as well as other local and regional transit agencies and organizations.
This is a Senior level position for an individual capable of consistently demonstrating sound judgment as an representative of ATLDOT and its interests, and of carrying out most assignments under only general direction. The Assistant Director of Transportation Network Planning will "take the lead" on various initiatives, suggest new and innovative approaches to leveraging opportunities to enhance the transit system and/or user experience, provide substantive feedback and constructive input on potential plans and policies, and identify and elevate potential problems, conflicts, or sticking points to ATLDOT leadership as necessary and appropriate.
Supervision ReceivedWill work under the general supervision of the Mobility Planning Director within ATLDOT's Strategy & Planning Division. Will regularly work independently with responsibility for an assigned function or program.

Will promote ATLDOT's strategic interests in the development of network planning that supports all transportation modes, including the development of transportation plans, projects, and policies. Specific job functions will include:
- Team Leadership:
- Management and supervision of the transportation planning group within the Office of Strategy and Planning, which includes planning and policy development to support all modes, with a particular emphasis on sustainable transportation, including: transit, pedestrians, bicycles, freight/delivery, and transportation demand management (TDM).
- Providing an office culture and work environment that will enable staff to enhance their professional growth and development;
- Foster an innovative and collaborative work environment;
- Providing quality staff assistance and direction to ensure support for the Mayor's and department's priorities;
- Effectively manage and mentor an array of professionals and managers with diverse backgrounds and expertise.
- Strategic Planning:
- Support development and implementation of strategic and long-range planning efforts, including ATLDOT's first Comprehensive Transportation Plan (CTP);
- Will coordinate with and support the development of planning efforts led by others within the City of Atlanta, including other City departments, external transit operators, community improvement districts (CIDs), universities, and other stakeholders;
- Strong strategic thinking and ability to develop and execute visionary transportation plans;
- Assisting in ensuring the department provides quality planning for transportation to a diverse customer base to achieve a more livable community;
- Utilize data to inform decision-making processes and assess the impact of transportation initiatives.
- Identify local, state and federal funding opportunities to implement various transportation projects and initiatives.
- Coordinate with and provide direction to internal teams to leverage available data sources to support strategic initiatives to support sustainable transportation modes.
- Policy Development:
- Recommend updates to existing policies as well as formulate and recommend transportation policies and procedures that address current and future urban challenges while considering environmental impact and social equity.
- Stay abreast of relevant transportation regulations and ensure alignment with legal requirements.
- Stakeholder Engagement:
- Coordinate with numerous stakeholders, including but not limited to, politicians, other city agencies, community members, business owners, community improvement districts, grassroots organizations, non-profit organizations, advocacy groups, and much more.
- Collaborate with the department's Community Engagement team to gather input and build consensus with city officials, community groups and other stakeholders in order to address concerns related to transportation initiatives.
- Establish best practices for engaging with diverse communities equitably.
- May represent the department at various meetings and engagements.
- Technical Planning and Design
- Reviews technical documents, plans, engineering reports, budget estimates and proposed ordinances and regulations.
- Familiarity with various transportation modeling software, GIS and other technologies;
- Familiarity with various transportation planning and design guidelines, manuals, regulatory codes and best practices
Decision MakingA capable independent operator comfortable with selecting from multiple procedures and methods to accomplish tasks. Applies, defends, represents, and advises on departmental policies.

QualificationsMinimum Qualifications - Education & ExperienceBachelor's degree in urban planning, urban design, landscape architecture, civil engineering, or a related field.
3-5 years of experience in transportation planning, urban design, public works, or any equivalent combination of education, experience, or training that provides the required combination of knowledge and skills.
Preferred Education & ExperienceMaster's degree in urban planning, urban design, landscape architecture, civil engineering, or a related field.
5-7 years of experience in transportation planning, urban design, public works, or any equivalent combination of education, experience, or training that provides the required combination of knowledge and skills.
General knowledge of Geographic Information Systems (GIS) and Global Positioning Systems (GPS) principles, theory, and practice.
Licensures and Certifications - AICP/PE/PMP preferred, but not required.
