Major Duties and ResponsibilitiesThis position is responsible for performing management and engineering duties in the direction of the Stormwater Management Division.
- Administers Columbus' Municipal National Pollutant Discharge Elimination System (NPDES) stormwater program.
- Manages and coordinates the development and maintenance of the Stormwater Management Program Guidance document.
- Manages and coordinates the completion and submission of the Annual Report as required by the Clean Water Act and Stormwater Discharge Permit.
- Manages and coordinates the collection of samples and the reporting of pollutant concentrations/loads.
- Manages and coordinates the illicit discharge detection and elimination program.
- Manages and coordinates the public information/education and outreach program; coordinates required public involvement activities.
- Manages and coordinates the NPDES Construction Activities Database.
- Manages and coordinates pollution prevention programs at municipal facilities.
- Manages and coordinates post-construction stormwater management inspections and evaluations.
- Performs inspections at industrial and commercial facilities for compliance with local and/or state requirements.
- Administers components of the National Flood Insurance Program.
- Trains, assigns, supervises, evaluates, and disciplines personnel.
- Serves as the Development Resource Center's Continuous Improvement/Malcolm Baldrige Coordinator.
- Provides technical support to other areas within the department.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities - Knowledge of the accepted principles and practices of civil engineering including wastewater and storm sewerage systems, aquatic chemistry, microbiology, analytical chemistry, statistics, and environmental science.
- Knowledge of the principles and practices of flood plain management.
- Knowledge of the principles and practices of adult education.
- Knowledge of the methods and techniques of research, statistical analysis, and report presentation.
- Knowledge of the geography of the city and other local areas.
- Skill in programming automated water sampling equipment.
- Skill in problem solving and decision making.
- Skill in management and supervision.
- Skill in operating standard office equipment including work related computer applications.
- Skill in oral and written communication.
Minimum Educational and Training Requirements Bachelor's Degree in Civil or Environmental Engineering, Natural Sciences (geology, chemistry, biology etc.) or related field is required. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years experience or service. Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

Retirement PlanThe Columbus Consolidated Government offers a defined benefit retirement plan to eligible employees who work in General Government and in Public Safety.
