Job Summary The Public Works Director oversees the operations of several municipal functions, including street construction and maintenance, fleet maintenance, parks maintenance, facility maintenance, airport maintenance and solid waste services. This position also coordinates assigned activities with other city departments and outside agencies and provides highly responsive and complex administrative support to the City Manager's office.
Essential Job Functions - Assume full management responsibility for all Public Works Department services and activities including street maintenance and construction, fleet maintenance, parks maintenance, facility maintenance, airport maintenance, and solid waste services.
- Direct the development and implementation of Public Works Department goals, objectives, policies and priorities for each assigned service area.
- Establish, within city policy, appropriate service and staffing levels, monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, and allocate resources accordingly.
- Plan, direct and coordinate, through subordinate level supervisory and managerial personnel, the Public Works Department work plan, assign projects and programmatic areas of responsibility, review and evaluate work methods and procedures and meet with management staff to identify and resolve problems.
- Assess and monitor workload, administrative and support systems, and internal reporting relationships, identify opportunities for improvement, and direct and implement changes.
- Select, train, motivate and evaluate Public Works Department personnel, provide or coordinate staff training, work with employees to correct deficiencies, and implement discipline and termination procedures.
- Oversee and participate in the development and administration of the Public Works Department budget, approve the forecast of funds needed for staffing, equipment, materials and supplies, approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Represent the Public Works Department to the general public, city departments, elected officials and outside agencies.
- Coordinate Public Works Department activities with those of other departments, outside agencies and organizations.
- Assess and monitor the City's infrastructure to provide adequate levels of public service both for existing systems/networks and extensions/developments.
- Perform other duties as assigned.

Education and Experience Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Ten (10) years of increasingly responsible experience in public works management with two (2) years being in an assistant director or director position. Experience in construction or a related field may be counted. Additionally, a bachelor's degree from an accredited college or university with major course work in civil engineering, public administration or a related field is ideal.
License or Certificate:Possession of a valid State of Texas Class A driver's license.• Knowledge of the operational characteristics, services, and activities of a comprehensive public works department.
